Chełm for Climate - Revitalization of Międzyosiedlowy Park on Os. XXX years in Chełm

The aim of the project is to increase the adaptive potential of the City of Chełm to climate change using nature-based solutions. In urban space, the impact of climate trends on the daily functioning of the city and on increasing the frequency of short-term threats is clearly visible. One of the areas of the city, particularly vulnerable to climate change, is the XXX-Years Estate, characterized by compact block buildings from a large slab from the 70s of the last century. Its element is the degraded area of the Polanie Park: neglected greenery has no conditions for development and thus does not provide effective ecosystem services - poor retention of rainwater and meltwater causes local flooding; The park also does not fulfill the basic functions of recreation and rest. The high share of concrete and asphalt surfaces in the park causes the phenomenon of an urban heat island, which is particularly important in the face of a change in thermal conditions associated with an increasing average global temperature and an increase in the average number of hot days. The project involves the revitalisation of the park based on the development of green and green – blue infrastructure, so that it can play a fundamental role in the processes of adaptation to climate change. One of the assumptions of the project is the capture and management of rainwater at the place of its formation, which will increase retention and contribute to the reduction of local flooding. In addition, water retention can be used during periods of drought. The project also provides for species-differentiated new plantings, including hydrophyte vegetation, which will promote biodiversity. The sealed surfaces will be replaced by permeable surfaces, which will eliminate the effect of the urban heat island. The project also provides for the modernization of small infrastructure facilities, thanks to which the park will become an attractive place to spend free time. Park Polan will be a recreational green urban area, preserving its natural functions. The main tasks of the project are the execution of construction works together with investor and author supervision, the development of an urban adaptation plan to climate change, which will allow strategic management of adaptation processes in the city and information and promotional activities including the placement of information and commemorative plaques, the publication of press announcements, the broadcasting of radio spots and the placement of information about the project on the website of the City of Chełm. Information and promotion activities will be carried out in accordance with the accessibility standard contained in the Guidelines for the implementation of equality principles under EU funds for 2021-2027. The project is fully prepared for implementation in formal and legal terms, the applicant has executive and construction documentation, a valid building permit and a water law permit. The applicant will take into account environmental aspects in the preparation and conduct of the public procurement procedure and at the stage of the implementation of the public contract by: - request from the contractor for construction works a list of environmental management measures that the contractor will be able to apply for the performance of the public contract (pursuant to § 9 sec. 1 of the Regulation of the Minister of Development, Labour and Technology of 23 December 2020 on subjective means of proof and other documents or statements that may be requested by the contracting authority from the contractor), - the application of EU green public procurement criteria for the maintenance of public space in the field of horticultural products and services and in the case of services performed with the help of machines; - specifying the requirement for the contractor to apply the standard for the protection of trees and other forms of greenery.
