Łomża - Męzenin - construction and extension of provincial road No. 679

The project concerns the construction and extension of the provincial road No. 679 Łomża-Podgórze-Gać-Męzenin with road engineering facilities and the necessary technical infrastructure on the section Łomża - Męzenin from km 5+796 to km 32+565 directly connected to S8 (Męzenin junction - TEN-T comprehensive network) Following towards Łomża further through DW 677 to the south-west we reach S61 (Lomża South junction) and following DW 677 we reach DW 645, which up to the borders of Podlaskie Voivodeship was co-financed by EU funds under the implemented projects: WND-RPPD.04.01.01-20-0003/16 Nowogród - Łomża - reconstruction of DW 645 as part of the RPOWP 2014-20, where it intersects with TEN-T (Via Baltica S61-Node Nowogród) and POPW 4.1-24 Reconstruction of DW 645 on the border section of the province - Nowogród with a bridge over the r. The entire material scope of the project is included in the Regional Transport Plan approved by the Podlaskie Voivodeship Executive Board (Resolution No 250/4509/2022 of 10 February 2022) for financing under EU co-financing The project is entirely located in the Podlaskie Voivodeship (Lomża County, Łomża Municipality and Zambrowski District, Rutki) The investment in urban areas does not include the construction of new roads (in the sense of additional roads over and above the existing ones) or the increase of their capacity. The project is not implemented in the area of existing functional urban areas (the City Functional Area of the City of Łomża is being created documents only in the course of development) Surface DW 679 is currently in poor technical condition - it has numerous cracks, cavities and holes Road edges are jagged and broken degraded roadsides Hence the urgent need to carry out the task The scope of the planned works includes, among others: -Road works: surface of junction slopes correction of arches construction of bays pavements construction of a new road for bicycles development of greenery section by section lighting and other -engineering facilities, among others: bridges culverts technical infrastructure new system of drainage of the road corps rainwater drainage and other Project has a valid decision of ZRiD and the tender is currently underway The material implementation has not yet started and according to the assumed schedule the works will be completed and will be settled by 30 June 2026. The public nature of the road guarantees equal and unrestricted access for all road users, including: residents of the voivodship, including residents of the area commuting to work or using health care or offices using transit traffic, potential and current investors their contractors tourists students emergency services and other Direct effects of the project include: -increasing the coherence of DW679 with the national transport system (S8, indirectly S61) and the TEN-T network -increasing the internal transport cohesion of the region -improving traffic safety (resulting, among others, from locating bus stops in bays, building bicycle paths, sections of pavements eliminating irregular vertical arcs and horizontal improvements in the quality of road surface, from increasing its width from the reconstruction of intersections limiting the number of exits through the construction of collective roads) as well as: -decrease in costs for road users by reducing journey times and operating costs -adapting the road to bear higher loads -improving the living conditions of residents: Increased travel comfort, reduced noise and pollution along the road, improved road aesthetics -reduction of environmental nuisance of the road and reduction of climate change impacts (reduction of greenhouse gas emissions) -positive impact on the development of public transport -development of "sustainable mobility" associated with more people using e-bikes, scooters, etc. -improving the accessibility of the impact area of the investment will ultimately contribute to increasing the wealth of residents
