Construction of a provincial road bypassing the town of Kętrzyn

The investment is located in the Kętrzyn County in the Kętrzyn Commune. Kętrzyn is one of two district cities in the Warmińsko-Mazurskie Voivodeship, which is located by the voivodeship roads (no national roads run here). The planned circumvention will combine DW 591 (Kętrzyn-Mrągowo) - DW 594 (Bisztynek-Kętrzyn) - DW 592 (Bartoszyce-Kętrzyn) - DW 591 (country border-Kętrzyn) - DW 592 (Kętrzyn-Giżycko). The investment will effectively lead transit traffic out of the city. The scope of the planned works provides, among others: • construction of a new road • demolition/reinforcement of an existing roadway • construction of new bridge facilities • construction of new and reconstruction of existing individual and public exits • construction/reconstruction of intersections with existing roads, intersections with railway lines • construction/reconstruction of pavements, bicycle paths, cycle paths with pedestrian traffic permit, bus bays • construction of traffic organisation equipment /vertical and horizontal marking • construction of a culvert intended for water flow across and along the reconstructed road • construction of a rainwater drainage system with construction of elements of rainwater drainage and cleaning equipment • construction of road lighting • reconstruction of existing equipment, i.e. gas, water supply, telecommunications, energy and drainage equipment to the extent necessary for the implementation of the investment • construction of a technological channel • removal of trees and shrubs colliding with the scope of reconstruction • replacement and complementary planting of the investment should be considered as a combination of the extension of the S16. It complements the national road network and largely takes over traffic between more distant units. It is an important addition to the existing road network leading to national road 16 (part of the TEN-T comprehensive network) connecting to S51 (access to S7 (part of the TEN-T core network)). The Warmian-Masurian Voivodeship is threatened by transit traffic in interregional and international relations (including transit from Lithuania). It is therefore important to channel this traffic on routes away from population centres and to ensure its fluidity. In addition to the extension of the main TEN-T road network (route S5 / S16), the construction of bypasses will serve this purpose. She's a kętrzyn. The construction of the Kętrzyn bypass is an important element of the communication network from the point of view of the accessibility of peripheral areas of the Warmian-Masurian Voivodeship. Within the city, roads intersect creating transport links with the network of national roads, connect cities that are the seat of districts, collect traffic from lower categories of roads (district and municipal) and communicate with the TEN-T network. The investment will allow linking to the main road system of m. Kętrzyn (DW592, DW 594, DW 591) and improving access to S16 (comprehensive TEN-T network). In the absence of the eastern section of the S16, traffic will increasingly channel within the provincial roads. The Kętrzyn bypass is necessary due to the growing needs and future functioning of the region's road system. The project is awaited by local governments, residents and travelers. Non-governmental organisations influenced its final character, which resulted in an agreement between the interests of the different stakeholder groups. The project pursues the main objective: Developing and improving sustainable, climate-resilient, intelligent and intermodal mobility at national, regional and local level, including improving access to the TEN-T and cross-border mobility by improving the links between the Warmia and Mazury provincial road network and the TEN-T network. A more efficient communication system will strengthen this area as a labour market, its competitiveness and the revival of entrepreneurship in the Warmia and Mazury region.
