Expansion of the interregional communication route Kętrzyn - eastern border of the voivodship, on sections DW 592, DW 655, DW 653

The investment is located in the following districts: Kętrzyn, Giżycko and Olecko. It is implemented on the provincial roads DW 592, DW 655 and DW 653 and includes the following sections: -DW 592 Kętrzyn – Giżycko. Section: Karolewo – Giżycko – DW 655 Mazuchówka – Olecko – DW 653 Olecko – voivodship border (including the construction of a bypass of Szczecinki). The scope of the planned works provides, among others: -extension of DW592 (from km 3+100 to km 27+627,17 excluding the three sections carried out under the other tasks described in sw), DW 655 (from km 18+531,10 to km 47+645,81) and DW653 (from km 0+065,71 to km 11+955,28) -extension of intersections, cycle roads or pedestrian-cycling paths -conversion/construction of roadsides and pavements, bus bays and pedestrian crossings -execution of traffic calming elements -construction/construction of bridges: in Sterławek Wielkie and Sterławek Mały, demolition and construction of a bridge over the river Lega - construction/reconstruction of culverts, slopes, sewerage islands - construction of barriers, protective screens, elements of traffic organisation, tanks with fencing, drainage ditches, rainwater drainage, pre-treatment devices, drainage, road drainage, -construction/construction of collision networks, road lighting - felling - construction of facilities for animal migration - development of greenery In the current state, the transport route in question does not provide individual users and those using collective transport with safety conditions. They are not adapted to the needs of road traffic, especially heavy goods vehicles. The Kętrzyn-Eastern border interregional transport route within DW 592, DW 655 and DW 653 is an important east-west road connection. As part of the secondary road system, it complements the existing road network leading to the TEN-T comprehensive and core network: National Road 16, followed by S51 and S7. In turn, DW 653 in the Podlaskie Province communicates with the TEN-T core network (Via Baltica, Via-Carpatia), which includes S61. It is an important route from the point of view of transport accessibility and service for the Warmińsko-Mazurskie and Podlaskie voivodeships. Based on the existing north-south national road network, the route in question provides an alternative route for tourist and transit traffic. According to the forecast presented in the Transport Plan, it is expected to shift access traffic from the south of the country towards the Great Masurian Lakes to the S61 expressway. Thus, the route in question, connecting almost directly to this route, will be important in terms of handling tourist traffic. The above-mentioned plan foresees that transit traffic from the direction of Suwałki and the Lithuanian border will become more and more visible in the province. In the absence of the eastern section of the S16, it will sew the Suwałki-Olecko-Giżycko-Mrągowo route (DW653, DW 655 and DK59). The modernisation of the above-mentioned route is necessary in view of the growing needs of the present and future functioning of the road system of the region. The implementation of the project is awaited by local governments, residents and tourists. NGOs influenced the final nature of the project, resulting in an agreement between the interests of the different stakeholder groups. The project pursues the main objective: Developing and improving sustainable, climate-resilient, intelligent and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility by improving the links between the Warmia and Mazury provincial road network and the TEN-T network. Results of the project: Save time with improved infrastructure: 237 786.69, annual number of users of newly built, rebuilt, extended roads: 75 139 162,13.
