The investment will consist in the expansion of the 744 provincial road. Tychów Stary – Starachowice following the existing trace from the intersection of DW 744 with DP 0567T to the inclusion of the western bypass of Starachowice. The extension of the DW 744 is an extension to the GP class road with a load capacity of 11.5 t per axle, from km 29+796.00 to km 35+185.75 (kilometre according to ZRID). The main objective of the project, consistent with the objective of the programme and the action, is to develop and improve sustainable, climate-resilient mobility at national, regional and local level, including improving access to TEN-T through the extension of provincial road No 744 on the section Tychów Stary - Starachowice. The main users of the project will be residents of the Świętokrzyskie voivodship, in particular residents of the Starachowice district and the municipality of Mirzec, entrepreneurs from the region, investors, traveling on the DW 744 road, traveling on the S7 and DK 42 roads, traveling towards the border crossing in Korczowa. Direct connection of the reconstructed road section, to the TEN-T network or to border crossing points or other sustainable transport modes: This section of DW 744 is part of the sustainable transport system and is directly connected to other sustainable transport modes. During the extended road, 7 bus bays were designed, i.e.: - on the left in km 29+933,25; 30+947,75; 32+845,00; 35+101.75 - on the right in km 30+024.00; 31+037,50; 32+938.75; Buses and buses using the above-mentioned stops, operating on the extended section of DW 744, arrive at the Integrated Transfer Centre – Starachowice Dolne (hereinafter ZCP-SD). ZCP-SD was established (completed in 2023) as part of the project ‘Improving public transport in Starachowice by modernising infrastructure and purchasing low-emission rolling stock’ (Task 3. Integrated Transfer Centres in Starachowice – Starachowice Dolne and Starachowice Wschodnie. The idea of ZCP-SD is to integrate all public transport: buses, buses, trains (direct location at the Star train station. Western – also known as ‘Lower’), bicycles and individual transport of residents. All bus lines (including stops made under this project) passing through ZCP-SD give the opportunity to conveniently change to another branch of sustainable transport. ZCP-SD is a bus station designed to serve intercity, inter-municipal and city transport buses and buses, located directly at the Star railway station. Western (parcels of both stations border each other). This is the first stage of creating a sustainable transport system. Currently, consultations with the carriers PKP PLK and the municipality of Starachowice are ongoing on the creation of a uniform coherent transport offer, which will ultimately result in one transport offer with one joint bus and rail ticket. This is the second stage in the implementation of the sustainable transport system. The estimated time of completion of the consultations and implementation of the joint transport offer is the turn of 2024/2025. Currently, different carriers use the Stopping Centre, but preliminary consultations have shown that they are interested in joining a single and common transport offer. The extended DW744 is part of the road network forming part of a direct connection constituting an integrated offer for passengers. More extensively in the study dec. chapter 2.4. Thus, the reconstructed road directly forms part of the sustainable transport system because the reconstructed section of the road will include stops that will allow passengers to regularly use ZCP-SD and thus other modes of sustainable transport. In addition: - DW 744 connects directly in the city of Radom to the TEN-T road S12 (in preparation) improving access to the border crossing with Ukraine in Dorohusk. - DW 744 in Starachowice intersects with railway line 25 of the TEN-T comprehensive European network.
