The task is included in the investment plan annexed to the Waste Management Plan for the West Pomeranian Voivodeship for the years 2020-2026, taking into account the perspective for the years 2027-2032, in the version in force on the date of publication of the call, i.e. 20.12.2023. According to a detailed description of the possible project types, it is a type. 1 - Comprehensive municipal waste management projects in accordance with the waste hierarchy. The main objective of the project is to improve the processes leading to the re-use of raw materials obtained from biodegradable waste in the Municipal Waste Recovery and Storage Plant in Upper Forest. The plot on which the works will be carried out is built up with facilities related to the activity of the Municipal Waste Recovery and Storage Plant: sorting building, social building, etc. In the area there are also squares, sheds, internal roads. The recovery of biodegradable waste by composting consists in preparing it so that it can be reused without any other pre-treatment. Reconstruction of the composting plant serves recovery processes. The waste hierarchy is maintained, i.e. the implementation of the investment ensures activities consistent with the waste hierarchy - it strives to prevent waste generation, prepare for re-use, increase and maximize recycling levels, other recovery processes and waste disposal (in accordance with Article 17 of the Act of 14 December 2012 on waste (Journal of Laws No. Journal of Laws 2022, item 699, as amended).The object of the project is the expansion of the composting plant (hardening and roofing of the composting site). The scope of construction works at the main element of the installation includes demolition, construction of a transhipment yard with the necessary infrastructure (cat. XXII) with a roof, reconstruction of the internal road system, reconstruction of the external lighting installation, construction of an underground leak-proof sewage tank. The communication system of the square and accesses will ensure collision-free movement of passenger and commercial vehicles and the possibility of entry for heavy goods vehicles. The stages of the project include conducting the procedure for selecting the contractor of works, construction works, supervision over the implementation of the project, settlement and promotion. Information and promotion activities will be in accordance with Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 and the ‘Manual of the applicant and beneficiary of European Funds for 2021-2027 on information and promotion’. Information obligations will be fulfilled from the moment of obtaining co-financing, i.e. signing the co-financing agreement until the end of the project implementation. The language of communication will be simple. When carrying out materials and undertaking information and promotional activities, information obligations will be fulfilled: Labelling and reliable information about project funding. The place of implementation will be marked with a 240/120 cm board, and the devices with permanent stickers. The plaque will contain the FE mark, the EU mark and the coat of arms/official promotional logo of the province, the name of the beneficiary - Police Municipality, the title of the project, the address of the portal www.mapadotacja.gov.pl. It will be placed in the place where construction works are carried out. The stickers will contain a list of characters: European Funds, the colours of the Republic of Poland, the European Union and the content of ‘Purchase co-financed by the European Union’. The size and material of the sticker will be adapted to the surface and equipment on which it will be placed, so that all signs are clearly legible and visible. Documents related to the implementation of the project will contain appropriate signs (purchase documentation, announcements, contracts). The project description will be posted on www.police.pl and on social media. Information and promotion activities will be documented.
