the New Academica

The Nowa Academica project (NA project) is a project that meets the expectations of public libraries, which in recent years have been massively using interlibrary loans through the digital rental of books and academic journals (ACA). Thanks to the activities undertaken, among others, as part of the National Program for the Development of Reading 2.0, the ACA is available in almost 4,000 libraries in Poland. This forces the National Library (NB) to scale the environment and adapt the software to an ever-increasing audience. A dozen or so years ago, BN, recognizing the potential of digital technologies, undertook the task of creating a digital rental and in 2014 launched the next generation of the BN Digital Repository system (RCBN) together with the ACA digital rental service. For nearly 10 years of development of the ACA network, the physical distance separating a citizen from the place of sharing has been shortened from up to 500 km to the distance separating him from the nearest public library with the ACA terminal. Ten years of operation of the system is also ten years of observing the needs of users and their analyses. Based on these experiences, BN is ready to launch a new e-service Nowa Academica (e-service NA). This readiness is based not only on years of practice and analysis of changing technologies, but also on the new generation of the RCBN4 system launched in 2022. Thanks to the new concept and the use of modern technologies, the NA e-service will be a free service but of much higher quality for all three stakeholder groups: citizens, libraries participating in the ACA and BN networks, while reducing expenditure and saving time on orders and connecting new institutions to the system. Among the biggest changes for the user should be the ability to use one user account within all libraries using the system throughout Poland. Authentication will take place using the National Electronic Identification Node (a tool not available when the ACA system was launched in 2014). As part of the unification of access to digital collections, the NA e-service interface will be integrated with the polona.pl digital library. In addition, the system will be enriched, in relation to the current one, with the possibility of presenting new file formats not yet available through terminals. The far-reaching facilitation of the installation of the terminal by its completely remote start-up as well as the practical elimination of hardware requirements boiling down to the launch of a web browser will contribute to a further increase in the number of facilities offering terminals and will improve their availability to readers and reduce the costs of connecting these institutions to the system. The main objective of the project is to create a new e-service in an efficient and consistent manner with the functioning of the RCBN4 system. As part of Measure FERC.02.01 High quality and accessibility of public e-services, the specific objective is to: - FRR.CP1.II - Reaping the benefits of digitalisation for citizens, businesses, research organisations and public institutions, and thus supporting projects with a national impact, whose products can be used locally, as well as intervention will include actions aimed at consolidating and standardising digital services to support actions on: optimisation of processes in relations between public entities and the citizen and the entrepreneur, creation and development of modern services provided electronically, submitted by BN (as a unit subordinate to the state administration), NA project (as a type of project "e-public services"), whose NA e-service product will have a nationwide scope, delivered to the target group, i.e. stakeholders: the reader (citizen) and libraries (as cultural institutions) and the Ministry of Culture and National Heritage (as government administration) are included in this purpose and scope of intervention.
