the Health Applications Portfolio

One of the main challenges for the Polish health care sector is to meet the growing demand for medical care with a simultaneous shortage of medical staff. A possible way of resolving this situation is to strengthen citizens' involvement in managing their own health, including prevention and leading a healthier lifestyle, or more meticulous use of medical recommendations (pharmacological and other, e.g. diet, exercise). In view of the limited access to medical staff, it is crucial for patients to have access to reliable health information, as well as to be able to provide clear, relevant and reliable information to healthcare providers. These challenges can be met, as evidenced by the experience of other countries, including by introducing safe and proven health applications into the health system. The multitude of available health applications, charging for the use of these solutions, or the lack of a quality mark awarded to health applications present on the Polish market, significantly hinders and discourages the use of mHealth solutions. The problem of access to proven and safe health applications affects all stakeholders, both patients and medical personnel as well as patient organizations. Polish medical universities and start-ups have a great potential in the development of health applications relevant to the needs of patients. However, the lack of funds for the implementation of innovative ideas is a key blocker in the development of mHealth solutions. Also, medical personnel and patient organizations, which increasingly encourage patients to use e-health solutions, have difficulties in identifying products and services that are worth recommending to patients. Also, app owners today have limited opportunities to promote mHealth solutions with the support of the public sector. The answer to the identified challenges is to create and publish a catalogue of safe, reliable and certified mobile health applications and facilitate access to them. Taking into account the identified problems and needs, the Ministry of Health is undertaking an initiative aimed at creating and making available the Health Application Portfolio (HAP). The project will: - a developed procedure for the certification of applications available on the market and a tool made available for submitting applications for obtaining the title of "Certified Application of the Ministry of Foreign Affairs" (through the development of the Platform for Supporting Investment Projects of the Ministry of Foreign Affairs - POPI); - the procedure developed for granting grants for the production of health applications and the tool made available for submitting grant applications for the production of health applications by medical universities (through the development of the MZ Investment Projects Service Platform - POPI); applications manufactured in accordance with the requirements will obtain a tit. MZ Certified Application; - an e-service available for the certification of health applications; - created and made available portal of the Health Applications Wallet (PAZ) (podstrona gov.pl), on which will be made available a catalogue of certified applications both created as part of grants granted in this project and through the certification of applications available on the market. It is assumed that there will be at least 10 applications in PAZ. Applications will be free for each user and distributed by existing stores (Apple, Google). The title ‘MZ Certified Application’ will be awarded for 24 months. During this period, the application will be included in PAZ. The assumption takes into account the rotation of the composition of applications in the PAZ in a two-year cycle. Applications will be verified in terms of content, including the functionality of the application, its usability, ease of use, content, innovation and information security; - information and promotion activities of PAZ will also be carried out. The project is implemented in partnership between MZ and CeZ.
