The aim of the Cyber Secure Self-Government project (CS acronym) is to increase the level of information security of JSTs by strengthening resilience and the ability to effectively prevent and respond to incidents in information systems. The project assumes the launch of a grant competition, in which applications for grants can be submitted by local government units at the level of the municipality, county, and voivodship self-government. As part of the competition, grants will be awarded for the purchase of services and technical measures aimed at increasing the level of cybersecurity of local government units in the following areas: organisation, competence and technology. The project identifies the fundamental problem of the use of insufficient and outdated digital solutions in the administration, in particular in the area of cybersecurity. The implementation of the project will improve the quality and efficiency of public services provided. JST will improve and increase the security of digital processes for residents. In the long term, it will have a positive impact on the openness and non-exclusion of residents, a decrease in CO2 emissions (reduction in the number of direct visits to the office) and an increase in the ability to respond to crisis situations. The project will increase knowledge in the field of cybersecurity and in the scope of solutions implemented as part of the project by the management staff of local government units and local government employees as well as persons performing tasks in the field of cybersecurity for local government, employed in organizational units of local government units, in particular persons responsible for maintaining contacts with entities of the national cybersecurity system. In order to ensure the sustainability of the project, the Applicant and the Partner will ensure that the effects of the project are maintained for a period of at least 2 years from the end of the project. The beneficiary will implement the project in a partnership formula. It is planned to implement the following activities 1 implementation of information and promotion activities 2 preparation of the grant competition 3 implementation of the grant competition in the main track, in compliance with the rules resulting from the rules of the competition 4 monitoring the implementation of grant projects, control of grant projects 5 evaluation, project settlement The planned activities are part of Measure 2.2 of the FERC and the appropriate type of project specified in the SZOP, including a grant project within the meaning of Article 41 of the Act of 28 April 2022 on the rules for implementing tasks financed from European funds in the 2021-2027 financial perspective (Journal of Laws of 2022, No. Journal of Laws 2022, item 1079). The assumptions of the Project are in line with the main objective of the FERC programme, which is, among others, the effective operation of the national cybersecurity system and support for the development of digital skills. The assumptions of the Project are also in line with the specific objective, i.e. reaping the benefits of digitalisation for citizens, businesses, research organisations and public institutions. The project is part of Action 2.2. Strengthen the national cybersecurity system, assuming the implementation of the project through the construction and development of tools for security monitoring, collection and analysis of information on threats, vulnerabilities and incidents. The target group of the project are local government units together with subordinate units (limited to public sector units, excluding health care facilities). The project is therefore national in scope. The FERC programme assumes the implementation of projects aimed at nationwide coverage, which is consistent with the assumptions of the Cybersecurity Strategy of the Republic of Poland and investments in the area of strengthening the resilience of systems, the ability to effectively prevent and respond to incidents. The project is complementary to the area of digital competences. The support shall target the development of digital skills among staff of public sector institutions, contribute significantly to the smooth functioning of modern administration and the implementation of public policies, with a particular focus on the development of advanced digital skills, including in the area of JST cybersecurity.
