Project description The activities planned in the project are based on the following tasks: 1. Bases: making new data available through APIs, which will be used by citizens, entrepreneurs, journalists, IT specialists and public administrations, among others. 2. Portal: development of the data.gov.pl portal, aimed at improving the measurement of the level of data re-use, including high-value data, communication with users, usefulness of the portal and improving data quality. 3. Data Laboratory: conducting research on the data re-use market, supporting experts from the Data Academy and the Dane.gov.pl portal in the scope of the training programme and scenarios, answering questions from data providers reported, inter alia, as part of the planned ‘help desk’ of the portal. 4.Data Academy: specialized courses in the area of data opening, broken down into legal and technical modules (including the subject of the Data Governance Act and the GDPR) for groups combining central and local government administration; e-learning courses, training and study visits, i.e. exchange of experience with foreign institutions responsible for data opening policy, strengthening cooperation within the network of proxies. 5.Promotion of the benefits of opening data and increasing the use of data available on the portal dane.gov.pl. Developing the visual identity of the project, conducting a campaign on the Internet, organising two international data conferences, organising a datathon – a programming marathon, regular newsletters, promotional articles and graphic materials, and preparing and broadcasting 6 episodes of the videoblog. The key to selecting partners was that they had high-value data. This is a new category of open data, introduced by the EU Open Data Directive and implemented in the Polish law on open data and the re-use of public sector information. They have the highest socio-economic potential - their re-use has important benefits for society, the environment and the economy, e.g. by being used in the development of new products or services, in analytical work, research or for artificial intelligence solutions. Legal requirements for the provision of high-value data - free of charge; in a machine-readable format; through the bulk download API, meet the needs of users for whom such data is particularly valuable as a basis for innovative services and products. In addition, the EC established in 2022, by means of an implementing regulation, a list of specific sets for these data subject to mandatory publication and re-use. It required public entities to make certain high-value datasets available for re-use. That is why it is so important to involve project partners in the reconstruction and modernization of their bases and the addition of APIs.
