The aim of the project is to develop a concept of training and advice supporting local government units in managing digitalisation, as well as to test them. The designed support will, on the one hand, be a continuation of actions already undertaken in OP KED projects aimed at increasing the competences of local government representatives in the field of education management, on the other hand, it is an action responding to the current needs of the local government environment, which became apparent during the crisis caused by the COVID-19 pandemic. The COVID-19 pandemic and the need to quickly launch remote learning meant that schools and institutions had to cope with a situation for which there was no time to prepare and ad hoc solutions had to be put in place. The biggest challenge faced by teachers, students, directors and authorities running schools or institutions was adapting the ways, forms and methods of work and management of educational institutions to the new reality. The extraordinary situation required making decisions involving public funds and did not allow time for gradual adaptation to changes or evaluation of organisational and methodological solutions introduced on an ongoing basis. So far, solutions involving the administration of school IT systems by IT teachers have proven to be inefficient (including high costs, lack of competence to manage network devices, data in the cloud, outdated structure of school networks). The analyses of management systems carried out by JSTs highlighted the following challenges in terms of digitalisation of education at local level: - the need to equalize technological standards in schools and educational institutions run by local government units, in terms of hardware (e.g. the need for successive replacement of equipment, launching new server rooms, providing fiber optic connections) and software; - the need to equalise the level of digital skills of JST staff taking management decisions; - the possibility of implementing free software for schools or institutions; - the need to secure data; - the need to centralise IT management in local government units. The problem related to the lack of appropriate competences of the JTS staff and tools for implementing systemic actions that will effectively respond to these challenges was also identified. The planned project is a response to the above problems. Its aim is to develop and test support that will equip JTS staff with appropriate instruments to manage the digitalisation of education both in the context of proper use of available infrastructure, planning its expansion, using available digital resources and tools, improving digital competences and identifying students at risk of digital exclusion and implementing solutions that will minimize these risks. It is assumed that the support will include training for JTS staff, which will allow to carry out diagnoses of the state of digitization of education in units, which will then form the basis for developing local strategic plans in the above-mentioned scope. After completing the training and developing a schedule of development activities, each local government unit will be provided with advice. As part of the advisory, development processes aimed at improving digital governance will be initiated in the JTS. Main tasks of the project: 1) Development of the training concept (including training programs and materials) and the advisory process together with the necessary materials addressed to the JTS staff. 2)Testing of training and advice for JST staff (on the group of 50 JST) in accordance with the adopted concept. 3) Monitoring the process of implementation of prepared strategic plans in local government units. 4) Exchange of experiences between the staff of local government units, identifying the most interesting solutions and disseminating them in the form of descriptions of good local government practices in the field of digital development of education.
