Preparation and implementation of international educational research in the area of key competences

The main objective of the project is to provide reliable data, analyses and recommendations relevant from the perspective of monitoring and improving the quality and effectiveness of educational policy and practice in the development of key competences of children and young people. The specific objectives of the project are: a) Collection of data enabling to infer skills and changes in skills of children and adolescents by conducting international research in Poland; b) Conducting in-depth data analysis and developing recommendations for educational policy; c) Increase the use of data, knowledge and experience gained in international research by educational practitioners, educational managers, expert and scientific communities. The project responds to diagnosed barriers, needs and expectations, which are associated primarily with insufficient use of data and conclusions from international research in educational policy and practice. The project will provide reliable data and analyses as well as conclusions and recommendations for use in educational policy conducted by the minister responsible for education and upbringing, i.e. the entity responsible for shaping educational policy and the quality of education. Data and analysis will cover, inter alia, 5 of the 8 key competences listed in the Council Recommendation of 22 May 2018 on key competences for lifelong learning (2018/C 189/01): a) Competences in understanding and producing information, b) Mathematical competences and competences in natural sciences, c) Digital competences, d) Personal and social competences, e) Civic competences. It will be a knowledge base for institutions and bodies responsible for shaping education activities at regional and local level, institutions responsible for the improvement and education of teachers, as well as schools and teachers. The project also provides for activities supporting the use of data from international research by expert and scientific communities. Poland's participation in international research is crucial for providing objective information about the achievements of students and for monitoring the quality of education. So far, research has revealed the strengths of the Polish education system and areas for improvement. Activities in the project assume conducting advanced analysis and interpretation of data in selected areas, cooperation with practitioners, experts and the scientific community. The analyses and research carried out in the project (PIRLS 2026, TIMSS 2027, ICILS 2028) will provide information to analyze long-term trends, allowing you to track progress and changes in the education system. The value of the project is also to provide contextual data on the socio-economic situation of students, their attitudes and well-being. Gender differences will also be an important area of analysis, which will promote the monitoring and equalisation of educational opportunities between women and men. This data will be made publicly available, supporting not only education policy but also teacher training and research. The activities of the project are divided into 3 tasks: In Task 1, they include carrying out 4 studies in Poland: PIRLS 2026, TIMSS 2027 (classes 4 and 8), ICILS 2028 and SSES (round 3). The research data will go to international databases and allow comparisons and analysis. The activities shall be harmonised with the international calendars of these surveys. Task 2 will analyse research data, including research funded from other sources (PISA, PIRLS, TIMSS, ICCS, TALIS, PIAAC, SSES), focused on the areas identified in the project. Key stakeholders will be involved in the consultation. In addition, small quantitative and qualitative studies are planned.
