Development of vocational training at the 5th level of the Polish Qualifications Framework

The main goal of the project is to prepare proposals for solutions to increase the permeability between vocational education at the secondary level (5th level of PRK, further: 5. p. PRK) and higher. Dignity should be understood in two ways - filling the gap between vocational and higher education by developing an intermediate level - i.e. 5. in vocational education and as the provision of solutions enabling the recognition at higher education level of the achievements of graduates of a new field of education. The relationship between VET, higher education, institutional structures and education and training profiles significantly affects the permeability of the system. The preparatory work has identified the following contexts for which project activities are planned and which will define and set the project results: 1)Legal and institutional context, 2) Context resulting from lifelong learning - recognition, transfer and accumulation of achievements, 3) Context resulting from the needs of the labour market - demand for professions from the 5th PQF, 4) Context of recognition of vocational education in post-secondary schools. In accordance with the Act on the ICC, as a rule, full qualifications at the 5th level of the PRK confirm: − a diploma of a teacher's college, − a diploma of a teacher's college of foreign languages, − a diploma of a college of social service workers, − a certificate of a certified specialist, − a certificate of a certified specialist in technology, − a diploma of an artistic school confirming the acquisition of a professional title, − a professional diploma after graduating from a post-secondary school and after passing professional examinations in a given profession taught exclusively in a post-secondary school. The direct target group of the project will be, among others: The minister competent for education and upbringing, ministers competent for professions and authorities running post-secondary schools for which these solutions are prepared, listed in the section on the target group. The project therefore takes into account: examination of the current situation in vocational education at the 5th PQF, the need to assign education at the 5th PQF to a specific type of school, diagnosis of education in post-secondary schools, and indication of the possibility of transition and recognition of past achievements between the secondary and higher education system while continuing education in the chosen field of education, as well as an analysis of the functioning of professions at the 5th PQF/EQF and an analysis of the demand for these professions in selected EU countries versus the situation of these professions in Poland. As part of the project, the following tasks will be carried out: Analytical and development work and preparation of a pedagogical experiment. Conducting an experiment in a selected post-secondary school and organizing a nationwide debate on the obstruction of the 5th PQF and collecting contributions to the full concept of post-primary vocational education at this level. Preparation of the final version of the concept of post-primary vocational training for the 5th PQF. The applicant does not identify any equality barriers in access to the support proposed under the project, both for women and men.
