Support for higher education institutions and science in serving foreigners and Poles going abroad

The aim of the project is to increase the competitiveness of Polish higher education and science institutions (hereinafter referred to as POW) on the international market, by increasing the competence of their staff and the potential of institutions in terms of receiving and servicing foreigners and Poles going abroad and coming to Polish institutions. The target group of the project are: - national entities of the higher education and science system as defined in Article 7.1 of the Law on Higher Education and Science (PoW), - POW employees who will improve their competences in the field of servicing people from abroad, advising in the development of scientific careers and in the application and implementation of grants from the Marie Skłodowska-Curie Actions Horizon Europe (hereinafter MSCA). The results presented in the report from the latest study on the potential of universities and scientific institutions to receive people from abroad - November 2023, among many barriers and problems encountered POW indicate in particular: - the lack of financial resources, which limits the taking of actions, including in the field of administrative and scientific staff development, hinders the recruitment (and retention) of people with high competences; - prolonged visa procedures and procedures for legalizing the stay of foreigners in Poland, which limit the number of people from abroad going to institutions of science and higher education in our country and generate excessive administrative burden; - skills gaps, including a low level of English proficiency, especially among administrative staff; insufficient offer of studies carried out in English; - lack of sufficient accommodation, places for longer stays for researchers and educators coming from abroad, low standard of existing infrastructure; Too little foreign promotion. The recommendations resulting from the above-mentioned study, which fall within the competence of NAWA and the area of project intervention, are as follows: - continuation of support for the creation and development of Welcome Center units in universities and institutes; development of staff dedicated to internationalization and service of people from abroad; development of language competences of administrative staff, especially in the field of English; - development of the didactic offer in English; development of the offer addressed to families of people coming from abroad; - creating a programme to support the implementation of the European HRS4R policy; - disseminating good practices in the field of reception of people from abroad and internationalisation; - supporting institutions creating and implementing their own internationalisation strategies. In response to the identified barriers and needs of POW, NAWA planned as part of the project: 1.Implementation of the support programme entitled Welcome to Poland, which finances capacity building of POW to receive foreigners and outgoing Polish women and Poles. 2.Implementation of the support programme entitled NAWA-MSCA network, offering financing of consultancy and advisory services for institutions and scientists applying for grants in the MSCA Action or conducting MSCA projects and all activities related to the development of cooperation with the above-mentioned stakeholders. Actions. 3.Implementation of the support programme entitled NAWA-EURAXESS network, which offers funding for the creation of regional EURAXESS networks to improve the service of researchers and their families coming to Poland and provide advice on mobility and research career development. 4.Dissemination and sharing of good practices in projects, creation of studies, study of the impact of the project, learning about trends in the area of intervention. The actions supported by the project will contribute to: -the increase in the quality and attractiveness in the international arena of the POW programme offer; -increasing the potential of POW in the field of reception and service of foreigners, as well as the career development of researchers; -increase the scale of regional, national and international cooperation within the framework of the EURAXESS network and international research grants.
