The strategy of internationalization of Polish higher education and science

The aim of the project is to develop and implement a long-term and safe state policy in the field of internationalization of higher education and science. This objective is in line with the conclusions of the Council of the European Union on a European strategy for strengthening higher education institutions for the future of Europe, announced on 21 April 2022. Poland does not have a document at the central level that would set priorities and strategic directions for international cooperation in the field of higher education and science. The need for such a strategy stems from the European Commission's recommendation to Member States to develop policy tools for smooth and ambitious transnational cooperation between higher education institutions in Europe. NAWA's undertaking of the task of developing an internationalization strategy is also a response to the demands of the academic community, which reports the need to create a direction document for the state policy in this area. This project envisages the development, implementation and updating of a strategy with an implementation plan with a 2035 perspective, covering in particular: • diagnosis of the internationalisation of Polish higher education and science in its various areas (entry status); • objectives to be achieved; • Directions for public intervention and tools to achieve the objectives; • a description of the system for implementing the strategy, including: time horizon, territorial coverage, indicators per objective (characterisation and description, baselines and targets), governance structure, sources and funding framework for actions; • how its implementation is monitored and evaluated. The planned intervention is crucial for the development and implementation of national regulations that strengthen the actors of the higher education system in the process of their internationalization. The strategy at national level will also help to standardize the approach to university strategies, which in turn will translate into fulfilling the recommendations of the Council of the EU. The proposed project support assumes, among other things: • the establishment by the Director of the Agency of an advisory team (AD) supporting the development of a diagnosis of internationalisation and formulating thematic areas in the process of creating an internationalisation strategy; • cooperation with the best experts, using conclusions and postulates formulated by the environment: • stimulating the sectoral debate on how to contribute to the strategy, including the organisation of an international conference with the participation of higher education and science entities from Poland and abroad under the Presidency logo; • extensive environmental consultations, including on the experience of other countries in developing internationalisation strategies; • networking of Polish universities with foreign institutions, in order to achieve the objective of the project, by inviting representatives of foreign universities to Poland and organising conferences in Brussels as part of the events accompanying the Polish Presidency of the Council of the EU; • improving competences in order to achieve the objectives of the Polish state related to the above-mentioned activities. During the first two years of the project's implementation, an internationalization strategy in the field of higher education and science will be developed, including a plan for implementation, monitoring and evaluation, as well as a description of the management system. The appointed ZD of the Director of the Agency will present to the Minister for Science and Higher Education a draft strategy for its legal legitimacy and implementation. In the third year, it is planned to start implementing the strategy and monitor the course of this process, so that in the last year the first conclusions, comments and recommendations on the opportunities and threats of the initial implementation phase will be collected.
