Analysis of the functioning system of work organization of psychological and pedagogical clinics indicates that the main area of human resources involvement is the assessment of difficulties in the assimilation of substantive content by students. This is confirmed by interviews with representatives of the clinic, who report needs aimed at increasing their own competences in the management of the support process, increasing the effectiveness of the tasks carried out and early support for children's development and the presence in the struggles of families with children's developmental difficulties. The development of new competences of clinic staff requires the implementation of a change aimed at transforming the currently dominant medical approach, i.e. focused on diagnosis, towards the implementation of the biopsychosocial and human model. This model perceives human functioning as a result of the interaction of health status, psychophysical capabilities and the impact of the environment, taking into account available resources. Another challenge is the lack of unified standards for helping participants in the education process. In the current state, each of the clinics can achieve different results. Such a state of affairs entails a potential risk of unevenly qualitative support, depending on the adopted model of operation. It should also be noted that the support system for children, young people and their families reacts too late. As a result, clinics place emphasis on treatment, not on prevention, and educational institutions have to face the organization of special education on their own. A new challenge is the influx of children and young people affected by the trauma of the war in Ukraine and children of people migrating to Poland in search of conditions for a safer and more comfortable life. The project, which aims to prepare and implement comprehensive support for the clinic, enabling the development of high-quality inclusive education, will be implemented by a team of experts from the Warsaw School of Economics (SGH), who have experience in designing and effectively implementing change. In accordance with the assumptions of the project, the experts, cooperating with representatives of the clinics and their running bodies, as well as with representatives of the Ministry of National Education, will take measures to: 1. Develop the assumptions of comprehensive support for the clinic, which will develop solutions in the field of working with children and their parents, as well as people with migration and refugee experience, with particular emphasis on people coming from Ukraine. Experts will identify mechanisms for assessing the quality of the support provided and will develop a model for the effective organization of the clinic's work in the local environment, as well as for the implementation of nationwide standards of the clinic's operation. 2. Providing advisory support in the coordination of PPP work, in accordance with the assumption that the highest efficiency of undertaken activities ensures the optimal use of all available resources, regardless of which sector they formally belong to. A team of experts from the Warsaw School of Economics will provide assistance in the following areas: • comprehensive educational and development support for PPP staff, • effective data circulation, • implementation of solutions to improve the quality of PPP cooperation with institutions working for children, • implementation of mechanisms for assessing the quality of support, defining standards of clinic equipment and a model for the continuous development of employees' professional competences, • creation of experience exchange groups between PPP and educational institutions from Poland and Ukraine. For the purpose of more efficient management of resources, the project has identified 11 specific tasks, which make up the above two tasks. The effect of the actions taken in the project will be the effective introduction of permanent changes in the functioning of pilot clinics, which will be the basis for making permanent changes in all clinics and consolidating the operation based on the biopsychosocial and human rights model.
