Supporting the further development of the Integrated Qualifications System in Poland (ITS 6)

The main goal of the project is to increase the efficiency of the Integrated Qualifications System and improve it as one of the tools of the state policy for lifelong learning at the national, regional and local level. As a continuation of previous projects concerning the implementation and development of ICS in Poland, this project will focus not only on increasing the number of non-formal education qualifications included in ICS in the coming years, but also on improving the percentage related to the inclusion, functioning, validation, broadcasting and quality assurance of ICS. This will enable citizens to make effective use of the opportunities offered by the certification of these quarters and will make it easier for them to navigate the dynamically changing labour market. Therefore, the project plans to achieve the following results: ● development of new solutions in the field of external organization for the quality of broadcasting, their piloting and implementation (objectives: speeding up the integration of non-educational and higher education institutions into the ICS, cost optimisation); ● developing new solutions for integrating QCs into the ICS in order to optimise this process for different QC groups. (market, sector, regulated, “postgraduate”), piloting solutions and their implementation, including support for the relevant ones; ● increasing knowledge among the stakeholders of the ISK (employers, certifying authorities) of mechanisms for financing validation from public funds, including Regional Operational Programmes, the Labour Fund, the National Training Fund, the Development Services Database; ● make it easier for citizens to consciously plan their learning, accumulate achievements and gain new quarters by disseminating the Competence Balance Method and the My Portfolio application; ● dissemination of ISK in industry circles, including industry associations, employers' associations, Industry Skills Centres, public employment services in order to increase the recognition of ISK; ● assessing the effectiveness of selected, including newly introduced, elements of the system and developing recommendations for its further possible modifications. Achieving the above-mentioned results is aimed at carrying out the following tasks: 1) Supporting entities performing tasks under the ICS 2) Supporting industry environments 3) Supporting the development of the offer of qualifications operating in the ICS, including qualifications in the field of non-formal education 4) Implementation and improvement of IT solutions and tools facilitating learning and validation of skills and facilitating access to knowledge about new validation opportunities, including certification of skills acquired in non-formal education and through informal learning 5) Conducting research and analysis enabling the improvement and design of new solutions important for the development of the ICS. The recipients of the above-mentioned activities will be institutions and organizations performing tasks resulting from the Act on the ISK, including the competent heads of individual departments of the government administration, institutions subordinate to them and supervised by them, certification institutes, universities, scientific institutes, higher vocational schools, Industry Skills Centres. In addition, the recipients will be representatives of entities (including non-governmental organizations, industry organizations, the labour market and education) interested in describing and including quarters outside formal education and performing the functions of the CA, as well as representatives of local government units at the county and regional level responsible for education, conducting policies in the field of adult learning or developing human capital, industry organizations, Sectoral Councils for Education and Training. Competence and Program Council, institutions responsible for ensuring the quality of granting qualifications, entrepreneurs, including employees of HR departments. Indirectly, the effects of the project will be used by people learning, working and employing employees.
