The main objective of the project is to increase the level of digital competence of 500 inhabitants (300K/200M) of the Ropczyce Commune through the creation and operation of Digital Development Clubs, i.e. systemic support for adults in acquiring and improving digital skills, which will contribute to the emergence of highly qualified professionals in the digital field, with care for achieving gender balance, by XII 2027. 1. Education of basic digital skills: Provide at least 80% of Project Participants from the municipality of Ropczyce aged 18-74 with at least basic digital skills by the end of 2027. 2. Safe use of technology: Promote skills for safe use of the Internet and new technologies, including the protection of personal data and privacy. 3. Support for e-services: Facilitating access to public e-services (e.g. e-health, e-government) for at least 70% of Project Participants. 4. Social inclusion: Building social ties through the digital inclusion of older people and those at risk of digital exclusion. In the 2023 DESI ranking published by the European Commission, Poland ranked 25th among the 27 EU countries in terms of the number of people with at least basic digital competences. In the municipality of Ropczyce, systemic support is needed, in line with the government's Digital Competence Development Programme and the European "Path to the Digital Decade". Under the DigComp 2.2 Digital Competence Framework, these areas include: use of information and data; communication and cooperation; creation of digital content; safety and problem-solving. 1. Adaptation of the Premises - Choosing a KRC location in an already existing local government unit, such as the Cultural Centre in Ropczyce. - Adaptation of the premises, taking into account the needs of persons with disabilities. - Equipping KRC with the necessary hardware and software. 2. Recruitment of Educators: Selection and involvement of at least two educators. 3. Launch of the KRC: Official opening of the Digital Development Club. - Commencement of an information and recruitment campaign for residents. 4. Training and Consulting Implementation - Training topics selected on the basis of the Diagnosis of the Ropczyce Commune: - Conducting regular trainings and educational workshops, adapted to the needs of different age and social groups. - Providing ongoing advisory support in the field of e-services and digital security. - Organisation of specialist workshops on advanced digital tools, e.g. e-banking, e-shopping, public applications. 5. Monitoring and Evaluation: Carrying out regular participant satisfaction surveys. - Monitoring educational outcomes and measuring indicators such as the number of inhabitants using e-services. - Reporting progress to the Intermediate Body (CPPC). The unemployment rate in the municipality of Ropczyce is 8.5%, which indicates the need to adapt digital competences to the requirements of the labour market. - In 2023, 44.3% of 18-74 year-olds had at least basic digital skills (EU average 55.6%). Compliant with DigComp 2.2: The project is in line with the DigComp 2.2 European Digital Competence Framework. As part of the KRC, residents will develop skills in five areas of digital competence: use of information and data, communication and cooperation, creation of digital content, security and problem solving. The KRC project in the municipality of Ropczyce aims to create systemic support for all adult residents in the development and improvement of digital competences. Thanks to qualified educators and a well-equipped club, residents will gain not only basic skills, but also the ability to use digital technologies safely and effectively, which will contribute to their fuller participation in the information society and effective coping in the labour market.
