Human Capital Balance 3.0 (BKL 3.0)

The Human Capital Balance 3.0 is a continuation of two waves of research, i.e. from 2010-2015 and 2016-2023, carried out in response to the demand for human capital resources on the Polish labour market. The main objective of the BKL 3.0 project will be to: • cyclical monitoring of human capital resources existing on the Polish labour market and factors responsible for their development and • dissemination of research results. The results of the research are to provide information on the needs of employers (with particular emphasis on entrepreneurs), on employees and their skills and directions of changes on the labour market - to be used in the professional development of adults/employees. The objectives of the project will be achieved through the implementation of a general/cross-sectional study (1) and thematic studies (6). The general survey (Task 1) will be carried out three times during the project and will be a continuation of the research carried out in the framework of previous editions of the BKL, which is a cross-cutting monitoring of enterprises and employees in the field of skills demand. Thanks to this, the continuity of observation of the condition of human capital in Poland will be ensured. General surveys will include employers, adults and development service providers (ISRs). Cyclical implementation of general research will allow continuous monitoring of indicators in areas such as: the need for employees, competences (including the competences of the future), adult learning, generations on the labour market, the availability of education, management strategies and practices in companies for the development of human capital (including diversity management). Thematic research - in the number 6 (Task 2) will be a response to the demand resulting from current trends on the labour market and in the economy. They will provide the information needed to respond adequately to emerging challenges and opportunities faced by entrepreneurs and ISRs. Thematic research will be analysed within the framework of three megatrends having the greatest impact on the development of the broadly understood labour market (demographic trends, digital transformation, green transition). It is assumed that two thematic studies will be carried out in each of the megatrends, including the possibility of combined research at their interface. The implementation of general and thematic research will be accompanied by dissemination activities to ensure that the results of the research are used by the general public (target groups). They will consist primarily in disseminating knowledge in the form of: research reports and accompanying media activities (social and traditional, e.g. press releases, posts, outreach activities), meetings and events where research results will be presented and discussed. These activities will be tailored to the needs of the target groups (gd) and will provide: -diagnostic, contextual knowledge and proposals of a recommendation nature in terms of directions of support for enterprises and their employees (PARP and other institutions operating in the ecosystem of support for human capital development in Poland) - general and thematic knowledge from BKL as a starting point for work on industry recommendations (Sectoral Councils for the Development of Human Capital in Poland) Competence - SRK) - trends and forecasts (education and awareness raising among employers and employees). Reports and data from the BKL 3.0 tests will also be made available on the PARP website, which will ensure the durability of the project's effects and allow them to be used, i.e.: • Adm. publ.
