Development and improvement of the system of Sectoral Competence Boards

The implementation of the project will contribute to the development of the system of sectoral councils in PL. The activities of sectoral councils consist, among others, in the identification of qualification and professional needs in sectors. On this basis, the beneficiary undertakes activities consisting in co-financing training and advice for entrepreneurs resulting from identified needs. This project covers only activities supporting the development and coordination of the sector council system. Other activities are funded and implemented outside the project, but have a close link with it. The system of sectoral councils is being developed by the Polish Agency for Enterprise Development (hereinafter: PARP) since 2017. Its task is to strengthen cooperation between business, education and public administration, in order to provide educational services in line with employers’ expectations. This is done by identifying educational needs in sectors in which councils operate, disseminating knowledge about identified needs, strengthening cooperation between entrepreneurs and universities and educational law entities, and formulating recommendations for adapting economic staff to the current needs of entrepreneurs in a given sector of the economy. Sectoral councils operate on the basis of Article 4e of the Act on the establishment of PARP. The activities of the Sectoral Councils are supervised and coordinated by PARP with the support of the Programme Board for Development and Development. Competence. The aim of the project is to support the development and coordination of the sector council system. The project foresees actions in three areas: 1. Develop a coherent and sustainable concept for the functioning of the system of sectoral councils. 2. Coordination of the sector council system. 3. Dissemination of the system of advice and good practices of building cooperation on the business-education-public administration line and in the field of competence improvement. The first area will include work on updating the operating rules of sectoral councils and adapting them to the changed expectations of system stakeholders. The second area will cover work related to the coordination of the sector council system. The system of sectoral councils is intended to consist of sectoral councils led by entities in 27 sectors of the economy. The selection of entities running the councils will take place outside this draft, on the basis of the Act on the establishment of PARP. In this area, it will be crucial to ensure the high quality of the products delivered by the system of sectoral councils. In the third area, activities will focus primarily on informing system stakeholders about what events have taken place or will take place within the sector council system, as well as encouraging cooperation between business, education and public administration by engaging in the work of sector councils or by rewarding initiatives that can be an example for other system stakeholders. The project will contribute, among others, to: - identifying and monitoring qualification and professional needs, - reducing the risk of problems arising from the lack of consistency of actions taken in the education system with the needs of entrepreneurs, - ensuring high quality of products delivered by sectoral councils, - making greater use of the effects of the work of sectoral councils, - increasing knowledge of qualification and professional needs on the labour market in sectors in which the organisation and management of the sectoral council is entrusted, as well as in those in which sectoral councils will not function. The target group of activities will be primarily entities entrusted by PARP with the organization and management of the sector council, as well as entrepreneurs and their employees, educational institutions, public administration, including local government, social and economic partners. As a result of the actions taken, we expect a better matching of the educational offer to the needs of entrepreneurs and the dissemination of actions to improve the competences of adults with the involvement of employers.
