The aim of the project is to increase the number of specialists in the field of shortage medicine from the point of view of the epidemiological and demographic needs of Poland and the number of doctors providing basic health care services (POZ). According to MZ analyses, one of the biggest problems in the area of medical staff is the aging of medical staff and their too small number in relation to needs. The analysis carried out on the basis of data collected from national consultants shows, among others, that most drugs are missing in internal diseases (14 203), family medicine (6 142) and psychiatry (3 796). In order to analyze the problem, the number of active doctors who will reach retirement age within 6 years was compared with the number of doctors in the course of specialization who will achieve the title of specialist during this time. The analysis shows that, for example, the number of specialists in internal diseases who reach retirement age will almost double the number of drugs during school. spec. A similar problem may concern paediatricians and general surgeons (Map of health needs for the period from 01.01.2022 to 31.01.2026. Announcement of the Minister of Health of 27.08.2021). In view of the above, the Ministry of Health has identified 22 medical fields as priority areas in which staff shortages are the most acute, and health needs are very high and are constantly growing, so they require urgent staffing replenishment. Twelve of them are planned for support in the project. 1. In the project, support for postgraduate education will include 8,000 doctors pursuing a specialization in one of twelve specializations selected from the point of view of the most important epidemiological and demographic needs recognized by the Minister of Health as priorities, such as internal diseases, family medicine, pediatrics, general surgery, oncological specializations, geriatrics and psychiatry. The support will include the organisation of approximately 2,500 compulsory specialisation courses in accordance with specialisation programmes in number and distribution guaranteeing full access to the courses. The support will also cover co-financing of meals, travel and accommodation costs incurred by doctors related to their participation in compulsory in-patient courses, compulsory directional internships and basic internships, which are carried out outside the place of residence. 2. The support will also cover 2000 doctors working in the POZ who do not have a specialization in family medicine, for whom 4 editions of courses will be carried out, in accordance with the program specified in the Regulation of the Minister of Health of 23.07.2024 on the framework program of the course in the field of family medicine. The course will be in e-learning form only. The duration is 80 teaching hours, to be completed within 10 days. 3. In addition, for the doctors of the participants of the project will be carried out approx. 50 courses in the field of communication and performance of selected specialist medical or diagnostic procedures and costs incurred by doctors related to their participation in domestic and foreign training conferences will be co-financed, i.e. INTERNA National Training Conference of the Society of Polish Internists or the annual Congress of the Polish Society of Family Medicine). The support will include the organization of the above-mentioned courses as well as co-financing the costs of meals, travel (including public transport - DNSH) and accommodation incurred by doctors related to their participation in courses and participation in domestic and foreign training conferences. By providing an adequate number of specialization courses and other forms of support (internships, conferences) for specialist doctors, the number of specialists in the areas covered by the project should be increased, which will contribute to providing an adequate number of specialists in areas relevant to the health needs of the country.
