The aim of the project is to increase the competence in English of 529 people employed as dispatchers and medical dispatchers, provincial coordinators and coordinators of emergency medical services, as well as directors and managers of dispatchers (hereinafter jointly: ‘dispatching staff’). Increasing competence in the use of English among dispatchers will facilitate effective communication with the person reporting the event to the emergency number 112 or 999 and improve the quality of handling emergency calls submitted by persons reporting in English. The knowledge and competences gained within the project in English, as well as the acquired practical skills related to the rules of handling the report, will allow employees of the dispatcher to communicate more effectively with the person reporting the event, positively affecting the correct collection of medical history, instructing the reporter about the actions necessary to take, until the emergency medical team arrives at the scene of the event and deciding whether to accept or reject the report. The main tasks that will be carried out as part of the project include the preparation by the applicant of assumptions for training in the form of exercise scenarios based on the framework procedures for collecting medical intelligence and the selection, on the basis of the provisions of public procurement law, of a contractor who will carry out courses with the active cooperation of doctors employed by the applicant. The project is in line with the principle of sustainable development. In particular, it takes into account the use of pro-ecological solutions, in the form of the implementation of courses in the form of e-learning (eliminating the need to use means of transport and related environmental costs) and the handling of documentation created as part of the project in electronic form only. The requirements for the provision of the service will be the generation of certificates and training materials in digital form only. The project will apply the principle of ‘do no significant harm’ to the environment (the DNSH principle) - the above-mentioned solutions, as well as the project implementation plan specified in the application, in the form of remote learning of English without paper documentation, will not generate a risk of environmental damage. The project does not provide for the implementation of investments, construction works or the creation or decommissioning of infrastructure. The provision of the training service in remote form is, in the Applicant's opinion, environmentally neutral. In order to ensure the implementation of the principle within the project, the Applicant shall include in the tender documentation the requirement to provide the service in accordance with the DNSH principle in the tender specifications. Adequately, in the draft contract with the Contractor, a reservation will be formulated about the possibility of withdrawing from the contract by the Applicant in the event of a confirmed finding that the provision of the service does not comply with the above-mentioned principle.
