The main objective of the project is to ensure uniform standards of service for persons with disabilities and persons with special needs in the rail passenger transport sector. The rationale of the project results from the current lack of uniform, comprehensive procedures for servicing the above-mentioned groups of passengers in all entities involved in this process at all stages of the journey (a total of 15 passenger railway carriers, 3 infrastructure managers and station managers, including PKP S.A., which manages approx. 600 active stations). In addition, there is currently no uniform, comprehensive standard for training employees of railway entities in handling persons with disabilities and persons with special needs. This is a real problem given that Regulation (EU) 2021/782 of the European Parliament and of the Council on rail passengers’ rights and obligations has been applicable since 7 June 2023. This act introduced a new requirement for railway undertakings. In accordance with Art. 1 of that Regulation, railway undertakings are required to train staff on disability issues and to provide regular refresher training in that regard. The project and its products will enable railway undertakings to properly fulfil their obligations under the above-mentioned provisions. Ensuring uniform training standards and procedures for handling the above-mentioned groups of passengers for all key undertakings fulfilling their obligations in this respect will contribute to improving the quality, attractiveness and accessibility of passenger rail services for persons with disabilities and persons with special needs. Task 1. The task will be used to diagnose the current state, identify detailed training needs in each of the entities selected to participate in the project, taking into account specific workplaces. The diagnosis may be carried out through audits involving external contractors, including persons with disabilities and persons with special needs. Task 2. The development of training standards and procedures will include: 1. substantive and technical preparation of trainings; 2. development of standards and model handling procedures, including evacuation of persons with disabilities and persons with special needs at every stage of the journey; 3. organization of 4 consultation meetings with the entities participating in the project – allowing to get to know the expectations and needs of the target participants of the project, defining the objectives and desired effects, recruitment of experts to assess the developed standards and consultations with the market of the developed solutions, 4. preparation of training materials for the e-learning platform – substantive input, training scripts (for internal trainers and other participants), 5. preparation and implementation of the e-learning platform The best practices in the field of staff training and procedures for handling people with disabilities and people with special needs will be verified. Task 3. Implementation of trainings for the railway market is the implementation of stationary trainings (theoretical and practical) prepared as part of Task 2. They will be addressed to a numerically defined target group of employees, who will then become accessibility coaches (in-house coaches) in their organisations and additionally designated persons by the entities participating in the project, in proportion to the number of people employed in the positions covered by the project. These people, thanks to the knowledge gained and using the tools created in the project, will be able to independently train colleagues in the field of handling persons with disabilities and people with special needs (which is also, as mentioned, a legal requirement from 2023).
