The main objective of the project is to implement solutions for conducting effective supervision of implementation by economic operators (hereinafter: PG) requirements specified in the Act on ensuring compliance with the accessibility requirements for certain products and services (hereinafter: law). Universal and correct compliance with the requirements of the Act by PG requires the creation of a uniform market surveillance system, to which the implementation of the project is the answer. From 28.06.2025, this supervision will be carried out by the President of the Management Board of the State Fund for the Rehabilitation of Disabled Persons (hereinafter: PZ PFRON), customs authorities and those listed in Art. 3 of the Act market surveillance authorities (hereinafter: ONR) in the number of 24 institutions (including 16 Provincial Road Transport Inspectors and 2 Directors of Maritime Offices). When implementing the tasks specified for them in the Act, these entities will create the so-called market surveillance system in terms of meeting the accessibility requirements for certain products and services (hereinafter: PiU). Proper implementation of the activities assigned to the above-mentioned institutions by the Act requires the development of appropriate tools and preparation of their staff both before the Act enters into force and at the initial stage of its obligations, i.e. after 28 June 2025. The project will be implemented in partnership between PFRON and UKE, which are key players in the market surveillance system. From 28 June 2025, PZ PFRON will be responsible for monitoring and functional supervision of the entire market surveillance system. UKE, on the other hand, will perform supervisory functions over compliance with the access requirements specified in the Act, i.e.: computers, telephones, tablets, ATMs, payment and self-service terminals, e-books and e-commerce and parts of services. The project is participatory. In the process of preparation of tools will be involved both prest. PFRON, UKE, ONR, as well as experts in the field of market surveillance and accessibility. The project is divided into 2 milestones, covering 4 tasks. And a milestone: in Zad. 1. diagnosed training and advisory needs of entities creating market surveillance systems and their employees (including their expectations and possible barriers to participation), as well as specific access requirements for individuals covered by the Act. In the Zad. 2. development of requirements verification tools, i.e. procedures, rules, guidelines, catalogue of document templates and manuals for PFRON and ONR. Work will also begin on guidelines for PGs. Milestone II: In the Zad. 3. preparation of training materials, which will be related to the preparation in Zad. 2. tools. Organized training for 210 employees of PFRON and ONR and 756 hours of advice for these entities. It is also funded by zost. 23 posts of PFRON staff, who will be responsible for carrying out the tasks specified in the Act for PFRON. The main results of the project are the creation of market surveillance systems in the scope of PiU's accessibility and increasing the competences of personnel involved in the implementation of market surveillance tasks specified in the Act. By building and developing a market surveillance system in ensuring that access requirements are met. some PiUs, the availability of the most common PiUs used in everyday life will increase. Thus, the active participation of people with particular needs in the life of the host will increase and their discrimination in access to key PiU will be eliminated. The project is therefore part of the ESF+.CP4.H objective: ‘Support active inclusion in order to promote equal opportunities, non-discrimination and active participation, and enhance employability, in particular of disadvantaged groups’.
