First business – Start-up support

The aim of the project is to develop entrepreneurship and increase access to a source of financing for economic activities at the stage of their taking up by natural persons. The aim of the support is also the professional activation of non-working natural persons by offering them preferential loans for starting a business activity, in accordance with the provisions of the Act of 20 April 2004 on the promotion of employment and labour market institutions (Journal of Laws No. Journal of Laws 2022, item 690, with late.zm). The project assumes the implementation of a financial instrument in the area of self-employment. The instrument will be linked to the national programme implemented in 2014 and implemented on the basis of the Act of 20 April 2004 on employment promotion and labour market institutions: ‘Government’s First Business Programme – Start-up support’. The European Social Fund Plus will recapitalise the programme, significantly increasing its impact: loans for starting a new business will be available to an additional group of people (workers) and it will be possible to grant more loans. People receiving loan support (repayable support) will also be entitled to free advisory and training services (non-repayable support). The implementation of the project will increase the number of people who have received ESF+ repayable funds to start a business, which will translate into the development of entrepreneurship and professional activation. Thus, the main objective of the project will contribute to the achievement of the specific objective indicated in the European Funds for Social Development 2021-2027 programme, i.e. improving access to employment and activation measures for all jobseekers. As a result of the project, it is assumed that 6 551 people will continue the economic activity undertaken with ESF+ repayable funds (result indicator) for 12 months. The project will be implemented in an intermediate model, in accordance with Art. 3(c) of the General Regulation, i.e. BGK will select the Financing Partners in a competitive manner, in accordance with the principles set out in the Public Procurement Law Act. The selection of the Funding Partners will be based on open, transparent, proportionate and non-discriminatory procedures, avoiding conflicts of interest. The Funding Partners will provide support in the form of loans in the intervention area. The project is in line with the principle of sustainability and the DNSH principle of ‘do no significant harm’ to the environment. The project is in line with the Charter of Fundamental Rights of the European Union of 26 October 2012 (Journal of Laws No. Ooh, ooh, ooh. EU C 326, 26.10.2012, p. 391), as well as the Convention on the Rights of Persons with Disabilities, done at New York on 13 December 2006 (Journal of Laws No. Journal of Laws 2012, item 1169, as amended), as far as the manner of implementation and the scope of the project are concerned. In the area of intervention and impact (country), the existing equity barriers in terms of access to and demand for business start-up loans have not been diagnosed, as confirmed by the indicators from the First Business Start-up Support programme of borrowers, i.e. 57% were men and 43% were women.
