The aim of the project is to strengthen the coordination of the regional social policy system (social inclusion) in Wielkopolska by supporting 1756 employees of the system and 128 JST in the development and implementation of local plans for the deinstitutionalisation of social services in the period from 1 September 2023 to 31 December 2028. The target group of the project are representatives of local governments and staff and employees of the regional social policy system (RPS) carrying out tasks in 6 areas of the RPS (families, foster care and adoption system, people with reduced mobility (including people with disabilities), elderly people, migrants, social assistance and integration staff, especially in the context of mental health and combating domestic violence) – 1756 people, including in particular: - representatives of local authorities and employees of local government units and their organizational units as entities responsible for the organization and provision of social and activation services, - employees of institutions and entities performing public tasks and social services, including in particular within social assistance organizational units: social workers, employees of the family support system, foster care and adoption, - employees and representatives of the social economy sector (ES), including social economy support centres (OWES), social economy entities (PES) and social enterprises (PS), - representatives and employees of institutions cooperating with the RPS system in real tasks, including within the framework of the education system (e.g. educators), health, justice (e.g. court probation officers), housing. The main tasks in the project are: 1. Programming and communication of regional social policy (diagnosis and monitoring of the regional situation in the field of social services, family support, foster care and adoption, assistance and social integration, planning of interventions in the field of social services, assistance and social integration, i.e. the creation and implementation of local social policy strategy documents, including local plans for the development of social services and deinstitutionalisation (DI); planning interventions based on diagnosis and monitoring of the regional situation in the field of community services, their DI, community assistance and integration, and family support, foster care and adoption; coordinating regional social policy by improving mechanisms for regional-local communication and information circulation) 2. Supporting local governments in programming and implementing local community policies. (support for local government units in the development of services in the local community, planning and implementation of DI activities, implementation of ES solutions and solutions in ES resulting from paragraph on social economy, including dissemination of social aspects in public procurement, increasing the activity of local government units in the area of social employment and activities of social employment entities 3. Supporting the development of the staff of the regional social policy system. (analysis of training needs, planning of training activities, specialisation training for social workers. training of staff organising social services in the scope of, inter alia, changes resulting from DI , training in the field of social assistance and integration, training resulting from paragraph on CUS, training on the process of integration of foreigners). 4. ES coordination (coordination of the work of the Regional Development Committee of ES, diagnosis and monitoring of the regional situation and planning of interventions in the area of ES ., collection of data on the regional ES sector, measurement of social impact and the condition of ES, networking and cooperation with the OWES, participation in OWES accreditation, building the ES brand). 16 tasks specified in the Regulations for the selection of projects will be carried out.
