The social balance

The project "Social Balance" will be implemented from 01.11.2023 to 31.12.2028. The aim of the project is to coordinate activities in the area of social inclusion policy implemented in the Podkarpackie Voivodeship (WP), as well as to develop mechanisms for its better coordination and better flow of information between various entities within the province by 2028. The project will use solutions of a systemic nature and measures affecting direct support in regional programmes concerning active inclusion, social services and the social economy. The project will have a positive impact on the implementation of the regional programme, i.e. by increasing the effectiveness of support financed by the ESF+ in the 2021-2027 period at all stages of implementation. In addition, the project will contribute to more effective planning of activities related to regional integration, using the available tools under the European Funds for Social Development (FERS) programme. Through the establishment of regional plans for the development of social services and deinstitutionalisation, support under the regional thresholds will be implemented in a structured and coordinated manner. The project will also ensure better cooperation between the managing authorities of regional programmes and ROPS, which are responsible for social policy in the regions. As a result of the project: 1 641 staff employed in institutions and social inclusion bodies will be supported by ROPS. 1 559 staff employed in institutions and bodies working for social inclusion will improve qualifications thanks to the ESF+ support provided by ROPS. At least 50% of local government units will develop and implement local or regional plans for the deinstitutionalization of social services. The need to implement the project stems from the need to harmonise activities in the area of social policy in the HR, to compensate for differences between regions of the voivodship, to improve the flow of information between various entities operating within the area of social policy. Thanks to the implementation of effective coordination mechanisms, it will be possible to make effective use of available social assistance resources, strengthen and accelerate the process of deinstitutionalisation of social services (DI), achieve greater efficiency in activities and in supporting project target groups and the implementation of social policy objectives in the HR. The project's activities will be implemented in accordance with the principle of equal access regardless of gender, age, disability, race or ethnicity, religion/education, sexual orientation and will take into account the principles of access. In terms of equality barriers, the horizontal and vertical segregation of the labour market in the area of support services, including health, social assistance, family support and foster care or in public institutions should be pointed out – the majority of employees are women, in particular among lower and middle-level employees, while the proportion of men increases in the higher ranks of officials, which translates into lower participation of women in decision-making processes. Equal barriers will be eliminated through greater access for women to specialist forms of improving knowledge and competences, resulting from a higher percentage of women in the target group of the project, which will translate into their greater competences and thus greater chances of increasing their participation in decision-making processes and increasing their percentage in senior official positions.
