Effective social policy in Lubelskie Voivodship

The implementation of the project by the Regional Centre for Social Policy in Lublin (ROPS in Lublin) will enable a better flow of information and coordination of shaping and implementing social policy between the national and regional levels, and consequently will make ESF+ support, in the area of broadly understood social inclusion, better suited to both national policy assumptions and regional needs. In addition, ROPS in Lublin, in cooperation with the managing authorities of regional programmes, are responsible for the design of ESF interventions in regional programmes. Specific objective of the ERF under which the project will be implemented: enhancing equal and timely access to quality, sustainable and affordable services, including services that support access to housing and person-centred care, including healthcare; modernising social protection systems, including promoting access to social protection, with a particular focus on children and disadvantaged groups; improving the accessibility, including for NSAs, effectiveness and resilience of health systems and long-term care services. The aim of the ROPS coordination project in Lublin is to harmonise the social inclusion policy implemented in the Lubelskie voivodship, as well as to develop a mechanism for its better coordination and better flow of information between the national and regional levels and between various entities within the voivodship, which ultimately also aims to ensure the standardisation of implemented activities. The project will implement activities in the area of social services, family support, foster care and adoption, social integration and ES in the field of diagnosis and monitoring, intervention planning, organization and support of social assistance institutions and entities dealing with social assistance and integration, family support institutions, foster care and adoption, support of local governments in the development of services provided in the local community, including awareness-raising activities and trainings on social services. Di , exchange of good practices, analysis of training needs of human resources and planning of ESF interventions, strengthening the institutional, organisational and competence capacity of the above institutions and entities, supporting municipalities in the creation of CUS, coordination of activities in the social economy (coordination of the work of RKRES, dissemination of ES, networking, development of the involvement of local government units in the ES area, collection of data on social economy). ES, disseminating solutions planned in the Social Economy Act). The project will be implemented in the period from 1 January 2024 to 31 December 2028. The result of the project will be the support of 1292 employees employed in institutions and entities working for social inclusion, of which 1227 will improve their qualifications. In addition, 50% of local government units will develop and implement local or regional plans for the deinstitutionalization of community services. As part of the support of project participants, the following tasks are planned: Task 1. Research, Analysis, Programming, Task 2. Coordination of social services, active inclusion and inclusion, task 3. Coordination of ES activities. These tasks take into account the implementation of all activities (I-XVI), which are mandatory and result directly from the provisions of the ERF and the recruitment rules. The draft will be in line with Article 19 of the Convention on the Rights of the SA, as well as the Di process, and will not strengthen the capacity of institutional care facilities. ROPS in Lublin will influence the planning of interventions in the area of social inclusion at the regional level using the tools available in FERS. Moreover, through regional plans for the development of social services and deinstitutionalisation, support in regional programmes will be implemented in a planned and structured way. The project will also ensure better cooperation between the managing authorities of regional programmes and ROPS in Lublin, which are responsible for social policy in the regions.
