SOCIAL PREMISES

The project titled “Social premium” is a pilot project for local governments, their subordinate organisations and communities in which both awareness and the need for social services (US) to be delivered by social economy entities (PES) are built. The main objective of the project is to increase the demand for US provided by PES for JST. It will increase access to high-quality US in the local community provided by PES and encourage JSTs to procure US in the community sector. The specific objective is to increase equal and rapid access to quality, sustainable and affordable services supporting, inter alia, access to housing; person-centred care, including healthcare; modern. syst. ochr. soc., including access to ochr. soc. (including children and disadvantaged groups); improving accessibility, including for persons with disabilities, effectiveness and resilience of health systems and long-term care services (ESF+). The development of ES on the investment markets will contribute to increasing the quality of the US, increasing demand and efficiency of benefits. We want to convince the project's recipients to treat ES and PES as an important, innovative way of strengthening social cohesion and building the autonomy of individuals, social organizations and local communities. In Poland, their development is important for at least three reasons: 1 - due to the unresolved problem of long-term and inherited social exclusion, which public social services do not always cope with; 2 - due to the weakness of ties and cooperation at the local level, where there is a lack of partnership, trust and a common understanding of the need to commit to the common good; 3 - entities (NGOs), which most often try to solve the above-mentioned problems, have a low level of economic independence and often fight for their own survival. In order to support or develop PES, it is necessary to understand the existing obstacles on an equal footing with the needs on both sides – recipients and service providers. At local as well as supra-regional level. The key result that will be achieved is an increase in the value of US commissioned by JST to PES. The measure of its verification will be the number of local government units in which the above-mentioned value has increased, at the level of at least 75. The target group of the project are all local government units (municipalities, powiats and cities with powiat rights) in Poland, as well as their subordinate units, which are directly responsible for commissioning the implementation of the US, which is related to the main objective of the project. As indirect recipients of the project, we identify PES, OWES and ROPS, who build awareness and US supply in the broadly understood scope and directly determine their quality and effectiveness. There is a need for lasting and long-term relations between these groups and the exchange of information on mutual opportunities and needs for cooperation between them. US in the local market. The project will be implemented from 1 September 2023 to 30 June 2026 according to the following 4 tasks: Zad. 1 Carrying out an information campaign, the detailed scope of which will be agreed with MRiPS, concerning the selection of grants, including the organization of an opening conference and a conference summarizing the implementation of the project with the participation of representatives of MRiPS and MFiPR, voivodeships, local government units, scientific communities, social economy entities, OWES, ROPS and other stakeholders. Zad. 2 Support for JSTs in the preparation, execution and supervision of the execution of a service order for PES. The beneficiary will carry out this task in cooperation with ROPS and OWES. Zad. 3 Conducting at least twice the call for grants and additional call for local government units affected by flooding, including verification or the award process carried out in accordance with the regulations and regulations, assessment of the risk of double financing of the service, settlement of grants. Zad. Preparation of a report summarizing the experience from the implementation of the Social Bonus along with recommendations on the design and parameters of the mechanism.
