The aim of the project is to create legal and organizational conditions for reversing the pyramid of benefits (OPŚ). The goal will be achieved by developing assumptions and implementing systemic solutions, understood in particular as a comprehensive revision of the definition of settlement products in the ordinances of the President of the NFZ and proposing legislative changes, in particular modifications to the ordinances of the Minister of Health. The specific objectives are: 1) changing the structure of services provided in favour of outpatient treatment and eliminating incentives to provide diagnostic and therapeutic services of an outpatient nature as part of hospital services, and thus reducing the cost of care; 2) developing mechanisms for paying for the result and adjusting payments to the complexity of the case and the value of the funds necessary for its implementation; 3) development of schemes of cooperation and communication between the hospital, AOS and POZ as part of diagnosis and treatment and continuation of patient care, as well as development of legal or organizational mechanisms (including financial) enabling the implementation of developed schemes. The project responds to the expectations of the Commission and all stakeholders of the healthcare system (which are the target group), especially the patients themselves (faster access and more effective diagnosis and treatment). The results and outcomes will be consistent with the objectives of improving the situation of vulnerable groups and will lead to increased access to healthcare services. The currently functioning system enables suboptimal, from the point of view of the system and the patient, implementation of diagnostic procedures and selected therapeutic procedures in hospital treatment. There is a burden on hospitals to provide inadequate, unnecessary cost-generating services, absorbing hospital potential, which limits the rationalization of the use of hospital resources, The problem to which the project responds is also the lack of functioning communication patterns in care, lack of coordination and cooperation in patient care at various levels of treatment. The proposed approach to solving this problem, based on the introduction of a systematic review of the system of providing benefits, in particular on the part of the payer's settlement products (Task 2,3,4,) and the involvement of the most important stakeholders (Task 1,5,7), will make it possible to introduce a significant change in the system. The activities planned in the project related to the optimization of the patient's diagnosis and treatment process will lead to the release of human resources, translating into an improvement in the availability of health services (Task 6). The applied approach consisting in the verification and reorganization of the JGP section (divided into packages), will ensure the comprehensiveness and stability of the developed solution and the possibility of a real OSP, and the applicant's and partner's experience guarantee the feasibility of the adopted design logic (Task 2,3,4). After the end of the project, the system of financing healthcare services will function in accordance with the solutions developed and implemented within the project (Task 5,7). Operational efficiency will be built and maintained after the project within the MZ and NFZ for the evaluation and further evolution of the settlement system (Task 4). The project meets the policy of sustainable development. Its solutions will support equal opportunities in access to healthcare and improve knowledge and communication between stakeholders and decision-makers. The project will have a positive impact on the principle of equal opportunities and non-discrimination, including accessibility for persons with disabilities.
