Basic Safeguard Regions

The main goal of the project is to develop, test and finally define the basic security regions (PRZ), creating the conditions for increasing the availability of health services, while ensuring safety and quality. This will ensure optimal conditions for patients to benefit from the services. PRZ are a set of rules of quantity and quality assigned to the key (basic) ranges of services from the point of view of securing the patient's life and health. They will be based on the results of the analyses and on the access and quality requirements of the witnesses provided. As a result, it will be possible to rationally manage resources and ensure optimal access to care throughout the country. Clearly defined PRZ will also strengthen decision-making processes at the central, regional and local levels, including, among others, the process of creating subsequent editions and updates of provincial transformation plans (WPT). The challenge for the health care system (HR) is the changing demographer. and epidemic. situation in Poland. These changes require day-to-day access to data in order to allow for a rational management of system resources and to provide solutions to increase the availability of witnesses in line with the needs. Availability is broadly understood as the number of services, their type, distribution of territory or resources necessary for their implementation (staff, infrastructure, equipment). The implementation of the project will contribute to further improving the quality and efficiency of the OZ system through the development of system components supporting management decision-making and evidence-based policy making. This will be used to develop qualitative indicators of determ. securing the patient's health needs. The project also addresses key challenges for OSPs in the context of cohesion policy, in particular promoting social inclusion and access to care for disadvantaged people. In this way, the next step will be taken to accurately identify health needs, as well as manage the flow of public funds. (including European ones). On the other hand, it is a big challenge to determine the appropriate level of witness protection, guaranteeing not only accessibility, but above all their quality. Hence, it is necessary to define requirements and indicators that will ensure the satisfaction and safety of the patient. It is important to develop indicators with the environment, patients and decision-makers at the regional level that can shape the quality of witness implementation and guarantee safety. PRZ will be a response to the need to develop holistic solutions related to the changing age structure of the society. The operating rules of the system in its sub-scopes will be used for the rational management of current resources, so that access to sub-fields of care is ensured regardless of the location of patients. The introduction of PRZ will improve the process of dec. referring to the method of contracting witnesses by the National Health Fund, taking into account the needs of patients. It will also contribute to the reduction of white spots in the ranges of witnesses, while creating conditions for their quality. Conducting comprehensive analyses verifying differences at the level of territorial units will allow to indicate differentiating variables in terms of the health status of communities and access to OZ. This will make it possible to use the rules developed within the FPZ for rational planning at the level of the smallest adm units. The main tasks in the project are: 1) conducting comprehensive analyses of the availability and quality of services, 2) determining the basic health needs of society, 3) determining key areas of the OZ system, 4) identifying regional differences at the level of territorial units, 5) developing PRZ in cooperation with stakeholders. The target group of the project are: provincial governors, provincial councils for health needs, local government units, employees of the Ministry of Health, international experts, representatives of local authorities, the Ministry of Health, the Headquarters and the OW of the National Health Fund, medical staff, patients (described in detail in the section ‘Target groups’).
