E-consilium II - implementation of remote medical consultations using a telemedicine platform

The main objective of the project is to ensure equal access to highly specialized consultations in the process of diagnosing patients in the field of lung diseases, haematology, oncology, cardiology and rare diseases in children. This scope results from consultations with experts participating in the deliberations of the Telemedicine Round Table, which brings together representatives of the medical community and people creating telemedicine solutions. Thanks to the ICT platform e-Konsylium and modules designed for each of the above-mentioned ranges of diseases, patients will have access to a quick diagnosis by qualified specialists. As part of the project, grants will be granted to hospitals, AOS and POZ institutions for conducting consultations and purchasing the necessary equipment. The project will be a continuation and development of activities started as part of the e-Konsylium I project, implemented from POWER 2014-2020 funds. The project is a response to the needs of introducing permanent solutions in the health care system, allowing for remote consultations within teams of specialists along with the possibility of sending results and images of diagnostic tests. A barrier to the provision of services in institutions in the public health system is the lack of a sufficient number of specialist doctors and the lack of a tool to quickly send test results in an appropriate format and quality. The answer to this barrier is to provide the possibility of remote and quick access to doctors from highly specialized centers through a remote consultation platform. The implementation of activities under the project is a complement to coordinated care in the field of cardiology and lung diseases, fast oncology path and the Plan for Rare Diseases. The provision of remote and rapid access to specialist doctors complements the activities undertaken under other programmes on the scopes of diseases covered by the project. National rare disease expert centres set up outside the project by the Minister of Health, which will cooperate with the European Reference Networks for Rare Diseases, will be of key importance. The cooperation of international expert groups assumes the possibility of consulting patients with rare diseases using modern communication and data exchange technologies. Currently, medical professionals do not have any platform for such consultations at both national and international level. The basic result of the project will be to provide patients with quick access to diagnosis by reducing the waiting time for consultation with a specialist doctor, strengthening the care coordinated in the POZ by providing the possibility of quick consultation of the results of the extended package of tests directly with the specialist center, ensuring faster and more effective diagnosis of chronic diseases by POZ doctors through the possibility of online consultation with selected specialist centers in the country and increasing the competence of staff in entities participating in the project. As part of the project, entities will be selected to form networks of entities cooperating in the implementation of consultations. The call will select 594 medical entities, i.e.: 176 hospitals that will play a role in the project: 22 leading centers and 154 partner hospitals, 198 AOS facilities, 220 POZ facilities. The project will include a total of 22 networks of cooperating entities (4 networks for cardiology, haematology, lung diseases and rare diseases in children and 6 for oncology). In order to use the telemedicine platform effectively, it will be necessary to train medical staff representing all institutions involved in the implementation of the project. The implementation of the trainings will be commissioned to the e-Health Centre.
