The subject of the project is infrastructure and rolling stock for public transport in the Starachowice Commune and Brody Commune within the MOF of the City of the North, which will ensure a high level of accessibility in the urban area through the development of sustainable public transport and zero-emission mobility, as well as contribute to reducing the level of greenhouse gas emissions and air pollution from transport in a medium-sized city losing socio-economic functions along with its functional area (OF). The aim of the integrated project will be a coherent system of public transport in the MOF, which will increase the availability and reduce emissions of dust and harmful substances to the atmosphere, and thus improve the state of the natural environment. The project will be implemented in partnership by the Applicant/Project Leader - STARACHOWICE Municipality and the Project Partner - BRODA Municipality. The legal basis for the cooperation is the Inter-Gmina Agreement No 1/MOF/2024 of 7 November 2024 between the Starachowice and Brody municipalities on the preparation and implementation of a joint project under the Integrated Territorial Investments of the Municipal Functional Area of the City of North European Funds for Świętokrzyskie 2021-2027 (OJ Świętokrzyski, of 13 November 2024, item 4094). In accordance with § 1. sec. 6 of this Agreement, on 21 November 2024, a PARTNERSHIP AGREEMENT was concluded for the joint implementation of the twinning project ‘Improvement of public transport in the Functional Urban Area of the City of the North – purchase of green rolling stock and modernisation of communication infrastructure’, which will regulate the rules for the implementation of the project, in particular the rights and obligations of the Parties. The material scope of the project includes 8 tasks carried out by the Project Partners, such as: Task 1. Infrastructure for clean urban transport in Starachowice – task carried out by the Leader: Gmina Starachowice (between 1 March 2025 and 31 October 2026). Task 2. Rolling stock for clean urban transport in Starachowice – task carried out by the Leader: Gmina Starachowice (between 01.01.2025 and 31.12.2025). Task 3. Infrastructure for bicycles – task carried out by the Leader: Gmina Starachowice (between 17.03.2021 and 31.08.2026). Task 4. Digitisation of urban transport – a task carried out by the Leader: Gmina Starachowice (between 01.03.2025 and 31.12.2025). Task 5. Alternative fuels infrastructure – task carried out by the Leader: Gmina Starachowice (between 01.01.2025 and 31.12.2025). Task 6. Green and blue infrastructure in Starachowice – task carried out by the Leader: Gmina Starachowice (between 01.01.2025 and 31.12.2025). Task 7. Infrastructure for clean urban transport in the Brody Commune – task carried out by the Partner: Brody Commune (between 01.06.2025 and 30.06.2026). Task 8. Project promotion and management – task carried out by the Leader: Gmina Starachowice (between 01.01.2025 and 30.11.2026). The project fits in with the objectives of the European Funds for Świętokrzyskie 2021-2027 programme and is in line with measure 3.1 Urban mobility in the MOF (ITI) and its specific objective ‘Fostering sustainable multimodal urban mobility as part of the transition towards a zero-emission economy’. Actions are aimed at the development of urban mobility by improving public transport in the MOF through the modernisation of infrastructure and the purchase of low-emission rolling stock.
