Social Starachowice - development of services provided by CUS

The aim of the project (P.) is to increase the availability of high-quality services provided by the Centre for Social Services (CUS) to 541 residents of Starachowice (369K, 172M) in the period from 01.06.2024 to 30.11.2026. The implementation of P. will contribute to improving functioning, prolonging independence in the local environment and increasing the activity of social groups and local communities. CUS in Starachowice was established on 01.01.2021 by transforming the Municipal Social Assistance Centre in Starachowice (MOPS). In the period from 2020.11.01 to 2023.04.30, the Starachowice Commune implemented a pilot project under POWER, entitled: "CUS - model of integration and development of social services in Starachowice" (Nr um./call POWR.02.08.00-IP.03-00-001/20). The submitted P. is a continuation of the activities of CUS in Starachowice (complementarity of activities), designed with the aim of developing services and increasing the quality of life of the residents of Starachowice. Objective P. will be achieved by: • support not only existing beneficiaries, but also new people, • implementation of new services, not yet provided by CUS, • increase in the volume and places of previously provided services. P. is the result of the growing demand for comprehensive services (including social and health services), which is the result of the ageing of the inhabitants of Starachowice, the family crisis and the weakening of intergenerational ties. In 2022, Starachowice had 44,992 inhabitants, including: 23.705K (53%) and 21.287M (47%). 13 978 (31%) are people of post-production age, including: 9382 K (67.1%), 4596M (32.9%) – BDL GUS 2023. The social assistance was provided to 1,308 families, in which 2,061 people lived, and 380 people benefited from other social services (CUS III data. 2023, descriptive report for I-XII.2022) Service needs are still unmet. Integration and coordination of services (in particular social and health services), thanks to the work of the Organizer of Social Services. (OUS), related to the development of cross-sectoral cooperation (including with health centres); Coordinators of Individual Plans of Social Services. (KIPUS) and developing a method of organizing the local community (OSL), supporting the development of services and strengthening social solidarity. (key assumptions of CUS) - are an opportunity for real increase in the availability and effectiveness of services. P. contributes to specific objective ESO4.11. Enhancing equal and timely access to quality, sustainable and affordable services (...). The assumption of CUS in Starachowice is to provide publicly available, free services, where the use of support is not combined with the acquisition of the status of a social assistance customer, as well as to combine existing forms of support with new ones, on a complementary basis, by creating service packages for individual groups of recipients. Support at CUS will be personalized and person-centred, thanks to the work of KIPUS. Services in P. respond to the demographic situation (BDL GUS) and the needs of residents expressed in the quantitative and qualitative study entitled: "Diagnosis of the needs and potential of the local community in the area of community services in the Starachowice Commune", which was carried out in Q1 2014. 2021 In the first quarter. A study and review of P.'s activities was carried out in 2023, in which more than 300 people participated (accepted by the Research Council). The Social NRR). It is clear from this that: • CUS customers express a high level of satisfaction with the services received: 90%-very satisfied with the services provided, and only 10% rather or partially satisfied. They expect to maintain a high standard and increase the availability of services (15%). • All CUS customers surveyed are satisfied with the quality of customer service/residential at CUS, with 94% expressing the highest level of satisfaction and an average rating on a five-point scale of 4.94. There were no negative indications. P. responds to the above challenges - ensures the continuation of the provision of social services and their high standard and level of service to residents, as well as greater availability of social services.
