The project implemented by the Family Hope Association (SNR) in partnership with the Kielce County / PCPR in Kielce responds to the diagnosed problems of people functioning or leaving family foster care (PZ) and biological parents (RB) of children placed in PZ. In the Kielce county there are 84 related families, 37 non-professional families and 4 family children's homes. A total of 125 foster families (RZ) with 181 children (according to data from Dn. 30 June 2023). The partner conducted tel. surveys to investigate problems and deficits among potential beneficiaries of the project. The need to participate in the project was declared by 56 families from PZ, 6 RB and 30 independent pupils. The main problems resulting from the diagnosis: 1. Insufficient access to special counseling-distant appointments, cost of visits-81% 2. Educational deficits among children and adolescents-87% 3. Barriers related to the availability of free services for dysfunctional children and ON-98% 4. Low participation in cultural and social life - 68% 5. Insufficient funding-89% 6. Difficulties in regaining parental responsibility over minor children placed in PZ-98% 7. Insufficient preparation for independent living and integration into the environment of adults leaving the family PZ-95% 8. Low awareness of tolerance/non-discrimination. The project will contribute to the achievement of the goal detail. ESO4.12. Promoting the social integration of people living in poverty or social exclusion, including the most deprived and children, is in line with the National Programme for Combating Poverty and Social Exclusion. The planning of the activities was based on the assumptions of the Substitute Care Development Programme for 2022-2024, taking into account the main objective of organizing an effective support system for families and children living in the Kielce County. The strategic and operational objectives, the performance indicators and the expected results are described in detail in the Programme. In addition, the Mission of the Strategy for Solving Social Problems of the Kielce District for the years 2023-2033, i.e. "Reducing the scale of social problems occurring in the Kielce area by developing adequate forms of support for groups at risk of social exclusion" assumes, in one of the specific objectives, the development of social services for families and children under the foster care system. The aim is to improve the quality of the functioning of the family system by increasing the availability of social services and support for 201 people functioning in the PZ and RB 6 in the period 01.04.2024. - 31.03.2026r. It will contribute to improving the quality and broadening of social services addressed to family circles in PZ, independent people and RB, whose children have been placed in PZ, by obtaining specialist support. Training and workshops will strengthen the self-esteem of children and young people, contribute to improving the quality of care provided by the HR and HR, reduce the emergence of crisis situations requiring intervention and make it possible to overcome care and educational difficulties. Integration activities will help to counteract exclusion and break stereotypes about children from PZ. The assumption is comprehensive assistance and an individualized approach to the target group (GD). Actions are planned in the field of shaping anti-discrimination attitudes in various forms. The implementation and scope are in line with the EU Charter of Fundamental Rights and the UN Convention on the Rights of Persons with Disabilities. The planned activities do not strengthen the institutional capacity of 24-hour child and youth care institutions.
