Implementation of the public e-services platform in the Provincial Road Administration in Olsztyn

The main objective of the project is to increase the level of use by citizens, business and administration of public services provided after the implementation of the project by electronic means by the Executor. This will be achieved through the production and provision of 31 public e-services, which correspond to the procedure currently operated by the Executor in an analogue (paper) manner. It is not possible to issue administrative decisions in e-services without building a uniform platform for road infrastructure management, which will enable internal, digital processing of each of the cases/e-services within the domain modules using electronic digital data and data obtained from laser scanning and photo-registration. An element of the project will be the use of new technologies in the construction of public e-services and digital products for the tourist offer in the area of routes, paths and, above all, bicycle roads located by provincial roads. The stages of the project include: preparation of technical documentation, obtaining data (with geodetic accuracy along with photo-registration) on road assets, which will be made using modern measurement equipment equipped with a high-performance point-per-second scanner, a receiver that allows positioning based on the signal of GPS and GLONNAS satellites, an internal IMU inertial unit providing continuous measurement in the event of loss of GPS and GLONNAS signal, as well as a set of cameras that allows obtaining a complex panoramic image of very high resolution. Digitization, professional high-resolution A0 equipment, historical documents necessary to process current cases in e-services. Introduction of field and digitized data with a spatial index to the database of the purchased IT system. The IT system will enable the processing of cases (e-services) as well as the publication and processing of e-services in accordance with WCAG 2.1. At the same time, the system will be a tool for the management of current and long-term road assets. As a complementary element of the project, there will be the purchase of equipment necessary to install the IT system as well as the purchase of office equipment for teams providing e-services. Due to the fact that the Executor does not have a room that meets the requirements of the server room, the dedicated room will be adapted for the purpose of maintaining IT equipment to ensure the safety and reliability of e-services. As part of the project, it is planned to increase the digital competences of employees as well as information and promotion activities in the form of: information boards (memorial) of 2 pieces – Marshal’s Office and ZDW Olsztyn, stickers for equipment (78 devices) of information brochures (30 pieces for each JTS, of which there are 137 plus 390 pieces for ZDW Olsztyn – a total of 4500 pieces), posters (1 for each JTS, of which there are 137 plus 13 for ZDW Olsztyn – a total of 150). Instructional videos will be prepared to make it easier to understand the submission of the application, the videos will be material for the promotion of the project / e-services on social media. Additional descriptions can be found in the ‘Tasks’ section of the project and are listed in the budget as well as in the costs of the tasks and correspond directly to the ‘material scope of the project and individual activities’. So far, the Applicant has signed a contract for the preparation of a feasibility study/business plan. It intends to entrust the implementation of the main task to the entity selected in the tender procedure on an unlimited basis and the selection of the contract engineer will take place in accordance with the Public Procurement Office and the recruitment regulations. The subject of the project does not require additional permits.
