The subject of the project will be broadly understood activities in the field of development of rescue systems and strengthening the capacity of rescue services to conduct rescue operations, remove the effects of catastrophic phenomena or chemical and ecological accidents. The need to implement the project results from the analysis of the current system and functioning solutions by employees and local authorities. Needs are very similar and often related, so they can be solved simultaneously by taking well-planned actions. It is in the interest of all stakeholders to develop rescue systems and strengthen the capacity of rescue services to carry out rescue operations, remove the effects of catastrophic phenomena or chemical and ecological accidents. The most important needs in the scope of the project include: - Modernisation of the equipment of the TSOs covered by the project. Equipment shortages due to the need to use non-adapted equipment during the operation limit the potential of rescue services to carry out rescue operations, remove the effects of catastrophic phenomena or chemical and ecological accidents. - High failure rate of used equipment. The TSOs covered by the project use old combat vehicles (average age 31.71 years). The technical condition of vehicles, and in particular their long operation, is the cause of frequent failures. Repair costs exceed the value of the vehicle and do not guarantee the improvement of its efficiency. Frequent failures limit the participation of the unit in rescue and firefighting operations. - High operating costs of vehicles currently in use. The technical condition of vehicles is the reason for the increase in operating costs. Excessive consumption of fuel, oil and other parts and frequent failures are the reason for the withdrawal of the above-mentioned unit from the combat division. The need to solve the problem situation exists since 2020 The project responds to the needs of stakeholders. All identified problems were selected for solution within the project. Problems will address the needs of all identified stakeholders. The main problem identified in relation to the described needs is the limited capacity of the rescue services to carry out rescue operations, remove the effects of catastrophic phenomena or chemical and ecological accidents. -This problem decomposes into the following specific problems: -Climate change and protection against climate-related threats, -Large area of operation of TSO Barczewo and TSO Jeziorany -Hardware gates make it necessary to use unadapted equipment during the action. -High failure rate of equipment in use. -High operating costs of vehicles currently in use. -Significant number of missions and interventions in 2023 Key implementation steps: selection of the contractor in the PHP implementation of the project/implementations completion and settlement of the project Description of the planned promotional activities: - in accordance with the guidelines on promotion and information (no-cost activities): appropriate labelling of all information and promotion activities related to the project, documents related to the implementation of the project, inclusion of the project description on the social media profile and official website, indication of the place of implementation of the project.
