The aim of the project is to increase the employment opportunities of 137 unemployed people from the Szczytno poviat. At the end of December 2023, the unemployment rate in the Szczytno district was 8.8%, 3.7 pps above the average unemployment rate in the country. At that time, there were 1916 people in the register of unemployed, of whom 1177 were rural residents (61.4%). More than a quarter of all unemployed people are over 50 years old, while 11.9% are people with disabilities. Unemployment is an important social problem in the county. It is caused by, among others, a smaller number of economic entities than in the country and the associated insufficient number of jobs. The frequent financial problems faced by employers are also not conducive to job creation. The forms of support planned in the project will contribute to changing this situation. Entrepreneurs interested in self-employment often do not have enough capital to start and run a business. The allocation of funds for this purpose will respond to this problem. In the county, almost 60% of registered unemployed have low professional qualifications (less than average). Every third person has no documented work experience or is only up to 1 year old. The professional qualifications and social competences of unemployed people do not fully correspond to the current requirements of employers. The implementation of vocational training and traineeships will contribute to reducing this mismatch. Especially since this mismatch results in long-term unemployment, affecting almost 40% of registered unemployed. Observations of the local labour market show that women are more affected by unemployment - they account for 55.2% of the unemployed population - as at 31.12.2023. Almost 50% of them have vocational education or lower, while almost 36% have no documented professional experience, or are only up to 1 year old. The worse situation of women on the labour market is indicated, among others, by: too few job offers that women can apply for, as well as employers' reluctance to hire them, due to their maternal and educational roles. The disadvantage of women is also evidenced by the high long-term unemployment rate, which for this group is 43.5% and is 11.8 pps higher than for men (31.7%). Women who take a break from employment due to raising children or caring for dependents often have outdated professional qualifications. Activation of women with young children is also hindered by a poorly developed network of kindergartens and nurseries. During the implementation of the project, the following will be used: DIGITAL STANDARD - electronic documents, websites, INFORMATION AND PROMOTION STANDARD - materials, written information and TRAINING STANDARD - in the case of training. The project will be implemented taking into account the principle of sustainable development, i.e. it is not envisaged to print promotional materials from the project funds, as the promotion of the project will be carried out as part of the Office's current core activities, including the website. Work in the project office will be carried out in accordance with the "green office" principle (e.g. double-sided printing of documents, minimizing the number of prints in color), as well as taking into account the economical use of electricity and water (including turning off lights in unused rooms, turning off devices from stand-by mode). In the case of group training, the contract notice will contain provisions on the obligation to: 1) provision by the training institution of appropriate conditions for the implementation of training for persons with disabilities, including e.g. wheelchair access and adapted toilets, 2) energy saving, including heating control, opening windows instead of turning on air conditioning, use of natural lighting, 3) use of reusable dishes when serving catering, etc. The district did not pass a discriminatory resolution.
