Vocational activation of the unemployed in the Szczytno district (I)

The aim of the project is to increase the employment opportunities of 335 people unemployed from the Szczytno poviat. The county of Szczytno belongs to counties with a high unemployment rate, which at the end of March this year amounted to 9.1%, i.e. by 3.7 p.p. above the average unemployment rate in the country. The number of unemployed was 1,902 people, including 1,148 people living in the village (i.e. 60,4%). More than a quarter of all unemployment is in the U.S. 50 years old, and 10.8% is from minors. The problem of unemployment is an important social problem in the county. Its causes are, among others, a smaller number of host entities than in the country and the related ndst number of jobs. Local labour market operators often face financial problems, which are not conducive to the creation of new jobs. The forms of support planned in the project will contribute to changing this situation. In the district, there is a disproportion between the qualifications and skills of the profession sought by employers and the competences of the unemployed. Among registered unemployed people, more than 50% have a low qualified profession, i.e. education below average. Every fifth person has no documented experience of the profession, or has only until 1 year. The qualified profession and the competences of the unemployment community do not fully meet the current requirements of employers. The implementation of personalised vocational training and traineeships will contribute to reducing this mismatch. Especially since the mismatch between qualifications and skills results in long-term unemployment, affecting more than 30% of registered unemployment, and as a result poverty and social exclusion. Observations of the local labour market show that women are more affected by unemployment - they account for 53.9% of the unemployment population.-as of 31.03.2023. The worse situation of women on the labour market is indicated, among others, by the too low number of job offers that women can apply for, as well as the reluctance of employers to hire them, due to their maternal and educational roles. The disadvantage of women is also evidenced by the high rate of long-term unemployment, which is 43.4% for this group and is 15.5 pps higher than among men (27.9%). After a break in employment due to raising children or caring for dependents, women have an outdated profession. Nearly 50% of them have a profession or lower education. Activation of women with young children is also hindered by a poorly developed network of kindergartens and nurseries. During the implementation of the project, the following will be used: DIGITAL STANDARD - in relation to electronic documents and websites, INFORMATION AND PROMOTION STANDARD - in relation to written materials and information and TRAINING STANDARD - in the case of training. The project will be implemented taking into account the principle of sustainable development. In particular, it is not envisaged to print promotional materials from the project funds, as the promotion of the project will be carried out within the framework of the current activities of the Office and through the website. Training organized as part of the project will usually take place close to the place of residence of the project participants, i.e. in the district or warm-maz. voivodship, and outside the voivodship only if it is justified by the lack of an appropriate school base. in the voivodship, the lack of free dates in a given school institution. or lower costs of organizing the training. Work in the project office will be carried out in accordance with the "green office" principle (e.g. double-sided printing of documents, minimum number of prints in color), as well as taking into account the economical use of electricity and water (including switching off lights in unused rooms, switching off devices from stand-by mode). In the case of group training, the contract notice will contain a provision on the obligation of the school institution to provide appropriate conditions for the implementation of training for people with disabilities, including, for example, for a person with disabilities, a motor driveway for wheelchairs and adapted toilets. The district did not pass a discriminatory resolution.
