The activities of public employment services (PES), including OHPs, which are labour market institutions (ILOs), are an important factor influencing the management of human resources in the region. The Project Promoter's intention is, in accordance with the assumptions of the FEWM, action 7.3, improving the potential and professionalization of regional IRP staff. Emerging socio-demographic challenges and economic changes (technology progress and automation) mean that IRPs need to be continuously modernised and adapted to current circumstances. The key in this aspect will be the development of competences and qualifications of IRP employees resulting from the reg. / place. needs, implementation of new methods of activating the unemployed. Analysis ‘Effectiveness and challenges for PES in the context of developing a governance performance framework (MPF)’ The PTPS 2022 report points to the weaknesses of PES: low effectiveness in activation, high level of bureaucratization and formalism in action, poor contact with entrepreneurs, low effectiveness of job placement, lack of effective models of local cooperation. The most important processes that, according to the surveyed employees of PSZ, require improvement in order to increase the effectiveness of activity in the area of activation are: introduction of an incentive and development system for employees (82.3%), improvement of internal and external communication with entrepreneurs and service recipients (44.4%), improvement of processes and quality of management and leadership (20%). Half of the respondents want clear career paths and specialized training. The above is confirmed by own research conducted among PLOs, RLOs and OHPs in IX-X2024. The aim of the project is to improve the competences and qualifications of 95% of 460 employees (400K and 60M) from 22 labour market institutions in the province leading to the improvement of the quality of services provided by participating in trainings until II 2027. The participation of PSZ employees in the nin. project will enable them to learn about new working methods, broaden the knowledge of officials and enable the exchange of experience. Changes in the labour market force a change in the approach to the specific client of the office – the unemployed person. It requires professional and motivational support. Employees of PSZ need to develop their interpersonal skills, and managers need managerial competences, which will improve the quality of activation services in the office. PSEs are feminised (87% are K). K work more often part-time, which is associated with lower earnings and the possibility of promotion.
