The subject of the project is the modernisation of the Specialist Crisis Support and Intervention Centre (hereinafter referred to as SOWIK) run by the Municipal Crisis Intervention Centre, which is intended for short-term shelter of people in a life crisis, including those experiencing domestic violence. The main objective of the project is to develop the infrastructure of the Specialist Crisis Support and Intervention Centre run by the Municipal Crisis Intervention Centre in Poznań (hereinafter referred to as MCIK) for the needs of people/families in a state of crisis, including those affected by violence. Within the Specialist Support and Crisis Intervention Centre, the tasks of the Crisis Intervention Centre (hereinafter referred to as CIP) and the Specialist Support Centre for people experiencing domestic violence (hereinafter referred to as SOW) are carried out. The project will be implemented in the design and build formula. The scope of works covered by the Functional and Utility Programme has been divided into stages. This project includes stage I, which consists in the extension of the building at ul. Souvenir 28 in Poznań and the reconstruction of its part for the needs of the Specialist Support and Crisis Intervention Center, where on the first and second floor of the building there will be residential rooms, hostel type, provided for a 24-hour stay, periodic as part of the implementation of the statutory objectives of the center. The detailed scope of construction works constituting the first stage of works and other activities covered by the project has been further indicated under point 3.4.3. The result of the project will be the creation of 40 places for a 24-hour stay for people in a life crisis. It is estimated that the annual number of users of the Specialist Crisis Support and Intervention Centre will be 100 people. The project will be implemented by the City of Poznań for the benefit of the Municipal Crisis Intervention Centre in Poznań, which will manage the infrastructure created as a result of its implementation, and employees will be involved in working for the project: • Offices for Project Coordination and Urban Revitalisation, • Poznańskie Inwestycji Miejskich Sp. z o.o., • Municipal Crisis Intervention Centre in Poznań. In accordance with the adopted rules, the City of Poznań, the owner of the infrastructure resulting from the project and the entity responsible for its maintenance, will be responsible for all tasks related to the implementation of this project. On the other hand, the organisational unit of the City, which is the Municipal Crisis Intervention Centre in Poznań, will manage the infrastructure created as a result of the implementation of this project – after the completion of the investment, OT and PT will be drawn up together with an order of the President transferring expenditure on the assets of the MCIK. The resulting effects of this project will be supervised on a continuous basis, and periodic reviews of their technical condition will be provided. Such an approach will ensure the long-term use of the results of the project as a result of its implementation, exceeding the required 5 years. At the same time, the City, through the employees of the Office for Project Coordination and Revitalization of the City, will account for this project, and after its completion, will provide funds from the City budget for expenses related to the maintenance and operation of the effects of its implementation, as the City Crisis Intervention Center in Poznań keeps its own accounting, but the funds come directly from the City budget. Invoices related to the investment will be issued to the City of Poznań, as the Beneficiary of support from the FEWP 2021-2027, and at the stage of implementation of the project, the City will cover the costs related to the need to make its own contribution to the project (secured in the WPF by Resolution No III/38/IX/2024 of the Poznań City Council of 11 June 2024).
