Management of the LSR strategy - Local Development Strategy of the "Valley of Noteci" Association for the years 2023-2027, its monitoring, evaluation and animation.

The overarching objective of the project is to implement ESF+ actions identified in the LDS by the local community including potential beneficiaries by ensuring effective management, monitoring, evaluation and animation. The main problems are defined in the LDS and concern the area of social activation and education, especially of the youngest children. It is therefore possible to identify the main problems that affect the local community the most, and these are: raising social capital, i.e. insufficient activity of residents caused by neglected integration activity, as well as barriers to the care of the youngest due to the limited financial resources of both local government and non-public educational institutions. Poverty and social exclusion can also be added to the problems in the LAG. During the public consultation, representatives of educational units and kindergartens expressed great interest in EU funds, which would be used, among others, for staff training, additional classes for pupils and kindergartens, equipment for multimedia and sensory rooms. At the stage of writing the strategy, also a large number of non-governmental organizations declared their participation in the planned calls for proposals by presenting a number of project fiches regarding the planned activities and the possibility of involving selected disadvantaged groups. In the LAG's ranks there are entities that have the opportunity to positively influence these problems, i.e. partner municipalities, entrepreneurs (offering services: agritourism, accommodation, catering, etc.), non-governmental organisations (acting for persons with disabilities, women, seniors, children and youth and others), farmers and individuals. As a result of the public consultation, disadvantaged groups are diagnosed in the LAG area, including young people, seniors, people with disabilities, women. The local community presented the real problems and needs of local stakeholders, thanks to which it was possible to define the assumptions and objectives of the LDS. Various activation, integration and communication and information activities relevant to the target group are planned for them in the LDS. The above activities will be implemented at various stages of LDS implementation. In response to the problems diagnosed in the LDS, the LAG planned to launch and run two calls under the ESF+ fund in the competition mode in the project P.3.1 Development of pre-school education (in the area of pre-school education) and P.3.4 Together for themselves and for others (in the area of social inclusion), in the implementation of the LDS component. The LAG undertakes to carry out the procedures for the selection of operations in a timely and correct manner. Another important issue of LDS implementation, which arises from the obligations arising from the communication plan, is communication with the local community. It is a prerequisite for the effective and efficient involvement of the community in the implementation of the strategy. The planned actions under the communication plan include an information campaign on the beneficiary's communication obligations, a campaign on the main assumptions of the LDS, information and training meetings on the conditions and methods of implementing and settling projects, articles on websites, etc. As part of the project, the staff of the LAG office will provide free advice on, inter alia, the preparation of applications for support and payment claims. On an ongoing basis, records of advice provided will be kept in the form of a register or statements of entities to which advice has been provided. In addition, a satisfaction survey of applicants and beneficiaries on the quality of advice provided by the LAG will be carried out. As part of the project, evaluation and monitoring of the implementation of the strategy will be carried out, including in particular the level of achievement of the indicators specified in the strategy will be monitored on an ongoing basis. In order to effectively implement the LDS, it is necessary to finance the activities described in this project.
