The project involves comprehensive energy modernisation of the following public buildings located in the City of Konin, located in the area of Eastern Wielkopolska: * City Nursery, * Municipal Family Relief Centre, * Zofia Urbanowska Municipal Public Library, * 3rd Cyprian Kamil Norwid High School, * Stanisław Staszica AGH School Complex. The applicant, the City of Konin, is a local authority (city with county rights) whose primary mission is to meet the collective needs of the community. The City's own tasks in this area include, among others, the maintenance of facilities and facilities of public utility and environmental protection. In the City of Konin, exceedances of the limit value for B(a)p(PM10) and O3 were found in 2018-2022 in accordance with the Annual Air Quality Assessment in Wielkopolskie Voivodship. In view of the exceedance of the limit values for PM10 in ambient air, measures are necessary to reduce the emissions of that substance into ambient air. The project was planned in accordance with the following documents: * Directive 2008/50/EC of the European Parliament and of the Council, * Air Quality Plan for the Wielkopolska Region (annex to Resolution No XXI/391/20 of the Wielkopolska Regional Assembly of 13 July 2020), * the so-called Air Quality Plan for the Wielkopolska Region, ‘Anti-smog resolution’, i.e. Resolution No XXXIX/941/17 of the Wielkopolska Regional Assembly of 18 December 2017 on the introduction of restrictions or prohibitions on the operation of fuel-burning installations in the Wielkopolska Region, * EU Regulation on combating deforestation and forest degradation, * Directive 2018/2001 of 11 December 2018. For the purposes of this project, a demand analysis was carried out, which was based, inter alia, on an examination of the target groups of the project, as well as the technical condition of the buildings being the subject of the project. On the basis of the analysis carried out, it was found that the technical condition of these public utilities in each case constitutes a problem in various respects, which primarily causes heat energy losses and thus contributes to high costs of electricity and heat and maintenance of buildings. The implementation of this project will therefore contribute to the reduction of electricity and heat costs, as well as to the improvement of the condition of these buildings. On the basis of the analysis of the market demand for products resulting from the implementation of the project, the applicant selected public buildings for which comprehensive energy modernisation was planned. The scope of modernization works includes in particular: insulation of walls, replacement of windows, doors, replacement of lighting, installation of the Energy Management System, installation of photovoltaic panels. The project also takes into account adaptation to climate change through the construction of a bicycle shed with a green roof next to the building of the Cyprian Kamil Norwid High School III in Konin. In addition, the following educational and promotional activities are planned as part of the investment: organization of the conference, publication of the article in the press and placement of an information board, as well as carrying out two information and education campaigns.
