Beneficiary Support Centre (CWB) - information and advisory point for entities applying for funds to finance activities in the field of biodiversity protection in the PF 2021-2027

The project concerns the creation in the CKPŚ of an information and advisory point of the CWB, entitled: A point for nature. The Point will provide services in a stationary, correspondence, telephone form and through a dedicated online platform for beneficiaries and potential beneficiaries of national and regional operational programmes (FEnIKS, 16 RPO, FE EaP). In the system for implementing cohesion policy, the CKPŚ acts as the unit responsible for coordinating support to beneficiaries in the area of biodiversity. The main objective of the project is to strengthen the institutional capacity of entities planning to apply for funding and implementing nature projects. The main objective will be achieved by: 1.Design and implementation of a dedicated platform www.punktdlaprzyrody.lasy.gov.pl, performing information and networking functions 2.Implementation of the model of providing integrated training services dedicated to applicants and beneficiaries of nature projects of a profiled, practical and workshop nature (in a traditional and on-line manner using the above-mentioned platform) 3.Support and development of institutional cooperation mechanisms between entities planning/implementing nature projects through, among others, the organization of study visits. These activities will support the process of exchanging experiences and best practices in the implementation of nature conservation projects 4.Profiled advisory and expert services 5.Communication activities The project will result in training, in various forms of training and advisory, about 8000 people, which will strengthen their competences and acquire practical skills in the preparation and implementation of nature projects and will contribute to increasing the supply of high-quality projects aimed at protecting biodiversity. Over 15 years of cooperation between CKPŚ and the beneficiaries shows that there is a need to support the beneficiaries at every stage of the project's life, which translates into the need to prepare a comprehensive service dedicated training and advisory offer, taking into account the specificity of nature projects. A frequently reported problem is also the lack of a comprehensive source of information about the possibilities of applying for external funds for nature protection. The need to create a dedicated unit supporting beneficiaries/applicants is also confirmed by the results of the evaluation study entitled: "Assessment of the administrative burden on beneficiaries during the project cycle under selected national and regional operational programmes of the 2014-2020 financial perspective", which showed that beneficiaries and applicants have difficulties in accessing information on funding rules, lack of a single source of information that would collect all information about a given competition, the frequency of changes to the application and settlement rules and the lack of a system for informing about them, complicated language in the materials concerning funds and insufficient promotion of good practices in project implementation, especially on problematic issues. The problems raised by beneficiaries also concern: -the low potential of some units in the preparation and implementation of nature conservation projects (e.g. bodies that mainly implemented infrastructure components, which resulted, among others, from a lack of knowledge of conservation objects located on their sites, a lack of knowledge about the possibility of carrying out conservation activities on a given site) -delays in settling expenses resulting from complex procedures -lack of coordination and information flow between entities planning different projects on the same sites, which results in the risk of double financing/overlapping of activities and inconsistency -insufficient offer of training courses, workshops aimed at learning about and exchanging good practices in nature conservation. The activities planned in the project are in line with the objectives of the PTFE 2021-2027 priority 2.
