Support to cohesion policy beneficiaries in the area of public procurement

Public procurement is one of the horizontal ex-ante conditionalities for the 2021-2027 financial perspective, which is to be fulfilled throughout the period of implementation of the perspective. In addition, in this financial perspective, the EC pays particular attention to the need to take into account social aspects, green public procurement and accessibility issues in the procurement process. The project will largely focus on these issues. The aim of the project is to create a support system in the area of public procurement for contracting authorities, which constitute a specific group of beneficiaries of cohesion policy, i.e. representing public administration and its subordinate bodies and organisational units. As a result, project activities will contribute to the optimization of the efficiency and quality of the process of preparation, award and implementation of public contracts. Project activities will include: 1) the organization of a number of diverse forms of full-time and online education, which will combine theory with practice, enabling discussion, exchange of experiences and sharing of good practices. They will also promote the development of professional competences and the simplification of procedures and the reduction of unnecessary burdens; 2) developing knowledge and practical skills in the area of public procurement, including social, green and innovative procurement by developing and making available materials, information and publications. The materials will cover topics relevant from the perspective of procurers, concerning the process of preparation, award and implementation of public contracts and areas related to procurement; 3) analysis of the Polish public procurement system in terms of needs and expectations as well as barriers and limitations providing information allowing to design the direction of development of this system. Shaping the correct purchasing process, taking care of its high quality and measurable benefits, adequate to the needs of customers requires the provision of an interesting, diverse educational offer. Project participants will be able to take part in trainings, conferences, debates and use publications and educational materials addressing issues raised by participants of the public procurement market. This entails the need to involve a wide range of experienced field experts with appropriate competences and experience, familiar with the specificity of the industry. Project activities will allow obtaining up-to-date information in the field of the broadly understood procurement process and the necessary non-procurement information necessary for the efficient preparation, award and implementation of the contract. Materials and publications on issues relevant to the procurement process will be developed and made available. At a later stage (2026), it is planned to carry out an in-depth study on the functioning of the public procurement system and to compare the results with the data obtained from previous studies. The effect of the implemented actions will be primarily to increase the professionalism of potential beneficiaries of cohesion policy and create good practices in public procurement, broaden knowledge and skills and create a market for innovative goods, create demand for social responsibility and environmental protection, as well as improve the availability of public spaces, products and services in architectural, information and communication aspects by increasing the ability to properly use the legal tools available in public procurement regulations.
