The idea of the project started from the priorities set by Romania through Government Decision No 1492/approving the National Strategy on long-term care and active ageing for 2023–2030, as measures to reduce the risk of poverty identified in the elderly population and increase the quality of life of elderly people (Government Decision No 440/2022 approving the National Strategy on social inclusion and poverty reduction for 2022–2027 and Government Decision No 490/2022 approving the National Strategy on the rights of persons with disabilities "A fair Romania" 2022– 2027), as well as the applicant's experience on the ground in the projects previously implemented. The project addresses the territory of the Mara-Gutai LAG, which has 14 ATUs, of which 13 rural and 1 urban, a territory in which 43682 people live, of which the largest ATU is the city of Cavnic (the only city in the territory of the LAG), with 4976 people.
