The overall objective of the project is to increase the energy efficiency of the district heating system in Constanta by reducing heat losses in the primary thermal networks, in accordance with the provisions of the PDD, Priority 4 - Promoting energy efficiency, intelligent energy systems and networks and reducing greenhouse gas emissions, specific objectives:  RSO 2.1. Promoting energy efficiency and reducing greenhouse gas (GHG) emissions, including action 4.3 Reducing GHG emissions and increasing energy efficiency in heat distribution and transmission systems.
