The aim is to improve the availability and quality of social welfare with the Estkeer social emergency care service in Kambja, Tartu and Kastre rural municipalities. The service is aimed at providing emergency social assistance services to people with care needs or people with care burdens in order to improve and reduce the care burden. The purpose of the service is to provide home care service until a permanent solution is found to the emergency situation. This service helps to reduce the overload of ambulances in solving social problems.
