The support is aimed at improving the behaviour of local government authorities, rural municipality and city councils/governments, state authorities, MAROs, officials and employees of county development centres, in order to increase the capacity of the local and regional level to plan regional development, plan and implement the objectives of the county development strategy and the local government development plan, and to organise the development of services, the living and business environment and the urban space.
