Development of the infrastructure of the State Centre for Forensic Medical Expertise

The aim of the project is to ensure equal access to forensic medical expertise services by developing the infrastructure of the State Centre for Forensic Medical Expertise in Riga, Hipokrata Street 2. In order to ensure the performance and continuity of the functions delegated by the VTMEC State, the project will develop infrastructure related to the provision of forensic medical expertise and expert services for victims of violence, which is currently in a critical condition and is not suitable for the provision of services, especially considering that half of all forensic medical expertise is carried out in Riga. The project will improve the outdated infrastructure of two buildings managed by the Centre in Riga. 1) A building on a land parcel with cadastre designation No 01001222078017, address of the land parcel Hipokrata iela 2, Riga, LV1079. The building is identified as housing 17 (k-17). The works are designed in buildings on the right wing (3 floors and basement rooms), where the VTMEC function is provided. The building houses the Clinical Forensic Medicine Department, where the expert services of victims of violence are provided, and the reception of visitors takes place. In order to ensure the full use of the building, including by relieving the area of Hippocrates 2, K6, a simplified renovation of the indoor and engineering networks will be carried out. The building has a Tanatology department and autopsy-related premises, 4 laboratories and administration, reception of visitors takes place. Within the framework of the project, the building premises and roof will be reconstructed, and the ventilation system and refrigeration chambers will be reconstructed with the adaptation of separate premises. The project will be co-financed by the European Regional Development Fund (ERDF) and the state budget. Total eligible costs EUR 5 500 000.00: ERDF contribution 85% is EUR 4 675 000.00 and national budget funding 15% - EUR 825 000.00. The project is planned to be implemented within 22 months from the signing of the agreement on the implementation of the project in the 2nd quarter of 2024, while some activities are implemented from the 3rd quarter of 2023.
